Description
The Norfolk District, Corps of Engineers will be issuing a solicitation for a 100% small business set-aside, firm fixed-price, Invitation for Bid (IFB) to complete the USCG SECTOR FIELD OFFICE EASTERN SHORE MAINTENANCE DREDGING PROJECT, CHINCOTEAGUE, VIRGINIA The Norfolk District, United States Army Corps of Engineers is seeking eligible firms capable of performing earthwork upgrades to the Curtis Merritt Upland Area and maintenance dredging of the U.S. Coast Guard Sector Field Office Eastern Shore and in Chincoteague, Virginia. The project consists of maintenance dredging, earthwork upgrades and Spillbox repair to the Curtis Merritt Upland Area, U.S. Coast Guard Sector Field Office Eastern Shore.� Maintenance dredging of USCG Station Chincoteague�s Boat Basin, Access Channel and Mooring Area to ensure safe navigation and provide operational depths for vessels utilizing the facility.� The dredging involves approximately 11,000 cubic yards of dredged material including allowable overdepth and estimated accretion to May 2021.� The work includes refurbishing portions of the confined upland placement site, Spillbox repair and maintenance dredging to a required depth of -10 feet with 2 feet of paid allowable overdepth. The work shall be performed with a mechanical bucket dredge and transported from the facility in leak proof dump trucks to the designated upland area adjacent to the Curtis Merritt Harbor complex approximately 2 � miles away. The Contractor is responsible to ensure all portions of the placement area, dikes, drainage piping and Spillbox are adequate and in proper working order before commencement of dredging operations.� The existing spillway shall be rehabilitated and reused.� Contractor shall verify structural members and replace as needed.� Install 6-foot Spillbox extension on top of existing structure of similar dimensions to meet design grade dike crest elevation. New metal backing plate shall be welded to the existing backing plate to create a water-tight seal.�������� In accordance with FAR 36/DFARs 236 the magnitude of construction is between $500,000.00 and $1,000,000.00. The government is not obligated and will not pay for any information received from potential sources as a result of this synopsis. The construction time / liquidated damages for this project are as follows: For contract bid items, begin performance within fifteen (15) calendar days and complete all work within one hundred and five (105) calendar days of receipt of Notice to Proceed (NTP). The liquidated damages associated with this action are $892.00 for each day of delay. NAICS Code 237990 applies to this procurement. The solicitation will be posted on or about 06 April 2021. Search on W91236% (www.FBO.Gov) for solicitations issued by Norfolk District. No hard copies will be available. Prospective contractors must be registered in the DOD System for Award Management (SAM) database in order to obtain access to FedBizOps. SAM Registration must also be active and current to be eligible for contract award. In accordance with FAR Part 9.1, responsibility will be determined, prior to award, by the Contracting Officer through the performance of a pre-award survey or utilizing information from a previous pre-award survey and/or any performance data available. The apparent low bidder may be required to show that he has the necessary capital, experience, and owns or can procure the necessary plant or other resources to commence the work at the time prescribed in the specifications and thereafter to prosecute and complete the work safely and satisfactorily within the time specified.
