- Description
- The U.S. Army Contracting Command, Picatinny Arsenal, NJ, on behalf of Product Management Crew Served Weapons has a requirement for the fabrication and delivery of 7.62MM� M240L Medium Machine Guns (MMG), to the Government Technical Data Package (TDP) Part Number 13016466. The M240L Medium Machine Gun (MMG) is to be manufactured, inspected, assembled, packaged, and shipped in accordance with the Government TDP and tested in accordance with the M240L Weapon Specification.� The M240L Machine Gun (MG) is a gas-operated, air-cooled, belt-fed 7.62mm weapon that fires North Atlantic Treaty Organization (NATO) standard ammunition from an open bolt position.� It features a folding adjustable bipod, quick change barrel assembly with integral carrying handle gas system, feed cover, bolt assembly (which allows closing of the cover regardless of bolt position), collapsible butt stock, integral optical sight rail, and forward rails. The M240L MG is fired utilizing either the attached bipod or by mounting the machine gun on the current M192 lightweight tripod. The distinguishing lightweight features of the M240L MG are a titanium receiver, redesigned barrel assembly with recontoured outer dimensions, titanium carrying handle, and lighter weight gas housing; and pistol grip/trigger frame assembly composed of a metal/polymer hybrid.� This procurement has a GO/NO GO responsive criteria that Offerors whose proposal fails to meet this criteria will be rejected and not evaluated. The Government�s Special License Agreement with FN Herstal, the original manufacturer and owner of the intellectual property, which is the Technical Data Package, restricts the procurement to firms currently operating in the United States only. A Technical Data Package (TDP) will be an Exhibit to the solicitation and will be marked with a ""Distribution D"" restrictive marking which limits distribution to Department of Defense and U.S. DoD contractors.� This TDP contains technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., Sec 2751, et seq.) or the Export Administration Act of 1979 (Title 50, U.S.C., App. 2401 et seq), as amended.� Violations of these export laws are subject to severe criminal penalties. To obtain a copy of the TDP:� Once the solicitation is released interested parties must email a signed and approved DD Form 2345 Military Critical Technical Data Agreement along with a completed and signed AMSTA-AR Form 1350 Technical Data Request Questionnaire, U.S. Government Non-Disclosure / Non-Use Agreement, and FN Herstal Non-Disclosure / Non-Use Agreement. The Request for Proposal (RFP) will be released on/about 31 March 2021 for an Indefinite-Delivery, Indefinite-Quantity Contract with five ordering periods and Firm Fixed Price Orders. The maximum contract ordering quantity is 4,000 each M240L Medium Machine Guns (MMG) and 1,750 each spare titanium receivers. The minimum contract ordering amount, if there is one awardee will be $5m consisting of the costs for First Article Test (FAT) and a quantity of M240L (MMG) weapons based on proposed pricing up to the $5M amount. If two awards are made the minimum contract amount will be reduced by 50% to $2.5M to consist of FAT and quantity of M240L MMG weapons based on proposed pricing up to� $2.5M. The Government may make up to two awards based on this solicitation. If multiple contract awards are made, each awardee will be provided a fair opportunity to be considered for each order in accordance with FAR 16.505. �Order placement procedures and additional details will be included in the solicitation/contract. Proposals will be required within forty-five (45) days after release of the solicitation. A First Article Test is required for ten (10) weapons three hundred sixty five (365) days after contract award. Production deliveries will commence seventy five (75) days after approval of the First Article Test Report. Production deliveries will start at a rate of 50 weapons per month ramping up to a rate of 150 weapons per month.� Deliveries will be FOB Origin utilizing a Government Transportation Account Code. All responses to this pre-solicitation notice shall be in writing (English Language).
