- Notice of Intent This is a notice of intent to solicit from a single source. The U.S. Geological Survey (USGS), intends to negotiate a purchase order, with Vertebrate Systems, LLC, Chesterfield, MO for Ornitela 10g GPS-GSM bird tracking devices as described in the attached Salient Characteristics. Award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b)(1) and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items and FAR Part 13 entitled, Simplified Acquisition Procedures. Vertebrate Systems LLC is, to the USGS� knowledge, the only USA distributor who can provide the devices. The Ornitela 10g GPS-GSM bird tracking are the only known GPS data logging transmitters that is <12 grams in weight, has the ability to alter data collection rate depending on location, remote data download via GSM network, and does not have an external antenna. The transmitters have a solar charger that works well in low light conditions and the memory capacity to store up to 30,000 GPS positions. These loggers can be programmed to record data more frequently when birds are in areas of particular interest. These transmitters automatically adjust data collection rate when the power drops below 3.8V and stop all activities when power drops further to prevent loss of data. The GPS-GSM telemetry units enable maximum flexibility for data retrieval and programming. If the solicitation will include the FAR clause at 52.225-3, Buy American �Free Trade Agreements�Israeli Trade Act, or an equivalent agency clause, insert the following notice in the synopsis; �One or more of the items under this acquisition is subject to Free Trade Agreements.� The purpose of this notice is to satisfy the requirements of FAR Subpart 5.2. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a quotation by the closing date of this announcement which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government. The NAICS code for this action is 334519 Other Measuring and Controlling Device Manufacturing. Responses or inquiries shall only be accepted through electronic mail addressed to cciccarelli@usgs.gov and must be uploaded and received in their entirety no later than March 8, 2021. Salient characteristics: � Housing: backpack design, aerodynamic, strong and waterproof, can be made in a dark color or is paintable. � No external antennas. � Size: weight <12 grams, dimensions <50x20x15. � GPS receiver: high sensitivity 72 channel module with ability to estimate altitude. � Internal battery with under- and over-charge protection and solar panel recharge. � GPS logging intervals: from 1 second to 48 hours (user selectable) � Data storage: memory capable of storing at least 30,000 records � Data upload: via GSM/GPRS/3G network � Logged data are stored in memory if GSM network is unavailable � Geofences: Zones with specific data collection intervals defined by user. � Operational temperature: from -10 to +30 �C � Minimum data record includes: UTC date & time, GPS position, GPS altitude, speed, direction, HDOP, battery voltage, battery charging current, instant acceleration (3 axes). � Transmitter firmware update over the air (OTA)
