- The United States Army Corps of Engineers (USACE) Engineering Research and Development Center � Construction Engineering Research Laboratory (ERDC-CERL) in Champaign, IL has a requirement to purchase four (4) custom power electronic packages for Picogrid Landers, one (1) Orion license platform pilot access from Picogrid, and six (6) specialized 48V lithium batteries.� � ERDC-CERL intends to award a purchase order on a sole source basis to Picogrid, Inc. in accordance with FAR 13.106-1(b)(1). Market research indicates that Picogrid, Inc. is the only source for this requirement because this technology was found to be the only source available to meet all the requirements of the program in having a prototype system that has been tested in a realistic operational environment but has yet to be demonstrated under larger scale conditions on DoD lands. One of the purposes of the project is to demonstrate the capabilities of a specific technology and validate its use and reliability under varying environmental conditions, to show that the technology will offer the DoD a broad scale solution at an Enterprise scale. Custom Picogrid Electronics: Power electronics for Picogrid Lander include proprietary technologies (PCB), charge controller, connectors, and programmed microcontroller for power management in the Lander unit. These electronics enable long-term and highly resilient operation using solar power and deliver real-time field data to end users through use of Picogrid�s licensing solution. A fully self-contained, remote, monitoring terminal designed to supply persistent power and secure, high-bandwidth connectivity (minimum of 4 Mbps) to sensors and field equipment for years without maintenance System is compatible with a variety of ground-based sensors (e.g., camera traps, network cameras, etc.) A proprietary, rugged terminal enclosure built for ease of deployment in any terrain Custom power management system designed for multi-year field deployments in harsh environments without regular maintenance Remote terminal health monitoring dashboard/software for early diagnosis of system wear/tear A secure, GovCloud compliant, web-based portal for monitoring and downloading field data A proprietary license to manage field data The custom electronics for this system enable long-term and highly resilient operation using solar power and batteries The custom PCB caters to voltage levels required by on-board electronics of the Lander unit and avoids AC-DC conversion. System provides high level of physical resilience under harsh conditions (i.e., IPX5 rating for water, heat, and dust resilience) System provides high level of cybersecurity (e.g., data encrypted in transit & at rest) Long-term operational life Efficiency of the solar power conversion and storage system Compatibility with Picogrid Orion platform for remote control and logging Small size that fits into Picogrid Lander (less than 18x14x10 inches) Solar charge control:� Mean Power Point Tracking 48V system voltage Support for a flexible number of batteries Integration with the logging system Power management system: 48V always-on outputs; 48V switched and measured power outputs 12V always-on�outputs; 12V switched and measured power outputs; 5V always-on outputs; 5V switched and measured power outputs 3.3V/1.8V always-on outputs; 3.3V/1.8V switched, and measured power outputs Remote control, logging, edge processing Compatibility with the Picogrid Orion platform: Remote logging of voltage, current, temperature and other key system statistics; Remote control of switches Edge processing readiness Compatibility with cameras�and weather stations Proprietary License Platform: Orion license is a proprietary and provides access to a dashboard for analyzing data feeds from Picogrid Lander. Store and organize data feeds from the Picogrid Lander terminals Organize the data in a geospatial context (shows high-quality map of the covered areas, where the cameras are located, compatible with other map layers such as weather) It has built-in object detection for monitoring of sensitive environmental sites, such as water catchments, to detect when key events happen It is a cloud solution for managing the data form the sensitive environmental sites and has at least a 6-month retention policy for the data Contains a 3D map view to position data feeds from the Picogrid Lander in a spatial context showing the history of the data feed and key events that are detected Orion software uses AWS GovCloud and is compliant with Fed RAMP requirements, DFARS, and DoD (SRG) Impact Levels 2, 4, and 5 �48V lithium batteries: Voltage range: 48 VDC to 56 VDC Operating temperature: at least 4� to 140� F (-20� to 60� C) Max Dimensions (W x H x D): 13.5-inch x 15.5-inch x 8 inch Cycle life: 10,000+ cycles (@ 80% DOD) &� Warranty: 10 years or more UL, CE, UN/DOT and RoHS compliant components - UL Compliant Integrated Battery Management System (BMS), accessible 80A DC breaker On/Off switch, overcurrent protection Designed and manufactured in USA �This is not a small business set aside.� This Notice of Intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will be in any way alter the Government�s acquisition strategy.
