- Title: Ott Story Superfund Site Operable Unit #2 Groundwater Remedy����� �Classification Code: PSC F108 �NAICS Code: 562910 Environmental Remediaiton Services �Is this a Recovery and Reinvestment Act Action?: No Description: The U.S. Army Corps of Engineers Detroit District is seeking firms that have the capability to provide Environmental Remediation Services Construction project to implement system upgrade recommendations for the Ott Story Superfund Site Operable Unit #2 Groundwater Remedy in Muskegon (Dalton Township), Michigan. The scope includes the installation of three (3) new and eight (8) replacement extraction wells, installation of thirty-three (33) rehabilitation wells to support blended chemical heat treatments, installation of above ground weatherproof enclosures for new extraction well piping and flow measurement equipment, upgrade and replacement of existing manifold piping and appurtenances in below grade extraction well vaults, replacement of system flow meters, installation of pressure gauges, upgrade of emergency back-up power generation and control for the well network, upgrade of controls infrastructure to allow remote monitoring of the expanded well network, and monitoring well maintenance, abandonment and installation to optimize the existing well network.� This work is anticipated to be performed in two (2) phases by means of a construction contract with a base and 1 option. The contractor must have recent (last 10 years) specialized experience and technical competence in performing the types of environmental remediation work described in the scoping statement above. A Health and Safety Plan will be required due to the potential for exposure to chemical contamination at the site. OSHA 29 CFR 1910.120(e) compliant Hazardous Waste Operations and Emergency Response (HAZWOPER) Training will be required for personnel working at the site. This is to include the initial 40-hour training and 8-hour annual refresher training completed within the 12 months prior to performing work at the site. The U.S. Army Corps of Engineers Detroit District contemplating to solicit this requirement as a Trade Off Best Value Source Selection. The Government will evaluate the potential offerors based on past performance, experience with similar work, and proposed schedule. However, the result of the market research will contribute to determining the method of procurement and feasible set-aside opportunities. This Sources Sought announcement is for planning and market research purposes only and is NOT a Request for Proposal (RFP), or Invitation for Bid (IFB). No basis for claim against the Government shall arise as a result of a response to this Sources Sought Notice. The Government will not pay for information or comments provided and will not recognize any cost associated with the submission of responses or comments. Interested companies are encouraged to respond. The contract is�anticipated to be solicited around�January 2021. The estimated cost of construction is between $5,000,000 and $10,000,000. The North American Industrial Classification System (NAICS) code is 562910, which has a small business size standard of $22 million. The responses received to this notice shall be in summary format and shall not exceed five (5) pages, including the Sources Sought Information�Questionnaire that has been provided as an attachment to this notice. In order for the Government to determine the extent of industry interest and experience in the project, interested contractors shall complete the information attached to this sources sought.
