Description
SOURCES SOUGHT SYNOPSIS FOR SMALL BUSINESSES ONLY: This is a request for information/market research to provide data for planning purposes ONLY. This sources sought synopsis DOES NOT constitute a request for proposal, request for quote, invitation for bid, nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. The Government is not obligated to and WILL NOT pay for information received as a result of this announcement. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of the Small Business Community to include Small Businesses, Section 8(a), Historically Underutilized Business Zones (HUBZone), Women-Owned Small Business, Veteran-Owned Small Business, and Service-Disabled Veteran-Owned Small Business (SDVOSB) to compete for and perform a Multiple Award Indefinite Delivery/Indefinite Quantity (IDIQ) contract for appraisals and appraisal-related services.� Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible.� An organization that is not considered a small business under the applicable NAICS code 531320 should not submit a response to this notice. The Small Business size standard for NAICS code 531320 is $8.0 million dollars in average annual receipts over the past three years.� This Sources Sought encourages maximum participation of interested Small Business companies.��Prior Government contract work is not required for submitting a response under the sources sought synopsis.� A determination by the Government not to compete this requirement as a set-aside based upon responses to this notice and other market research is solely within the discretion of the Government. The Government anticipates award of multiple Appraisal IDIQ Contracts with Firm Fixed Prices for a one (1) year base period of performance and four (4) one-year option periods for a total contract performance period of five (5) years.� Projects are anticipated to primarily consist of appraisal and appraisal-related services.��The primary locations of performance are ten (10) geographic areas defined as South/SW/West Texas, North Texas, Central/Southeast Texas, Arkansas, Oklahoma, New Mexico, and Louisiana.��This pool of IDIQ contracts will have an overall Maximum Order Limitation (MOL) of $1,996,000.00 to be divided among the awardees based on competition at the Task Order level. OVERVIEW: The Office of Portfolio Management (PT) provides cost effective, timely, and professional real estate appraisal and consulting services to the U.S. General Services Administration (GSA) and to other federal landholding agencies on a reimbursable basis. Services include real estate appraisals in support of portfolio management, portfolio rental rates, acquisitions, disposal, exchanges, and out grants (leases, easements, licenses and permits), reviews of third-party appraisal reports, and consultations. Consulting services include rental analysis, feasibility studies, highest and best use analysis, marketability studies, asset and utilization evaluations, property parcelization recommendations, Enhanced Use Leasing (EUL) feasibility and valuation support, and other related real estate services. Portfolio Management has a nationwide staff of professional review appraisers with experience preparing technical contract specifications, selecting the most qualified contract appraiser at a reasonable price, and preparing the required Government review of the contract appraisal.� Portfolio Management appraisers have extensive experience with the high valued, complex, and controversial assignments involving a wide variety of property types.� Portfolio Management contract appraisers could include sole proprietors, partners, corporations, and several other types of business structures.� The specific services to be performed will be specified in each individual task order issued to the Contractor by the Contracting Officer. If qualified and interested, per the definition above, please submit a letter (maximum of three (3) pages) via email stating the following: Name of your company, address, point of contact with phone number and e-mail address. Your company's interest in submitting a proposal once solicitation is issued. Business size for the assigned NAICS code. In addition to the size of business, indicate any other socio-economic designations such as 8(a), Small Disadvantaged Business, HUBZone Small Business, Service-Disabled Veteran-Owned Small Business (SDVOSB), Women-Owned Small Business, etc. List the state(s) in which your company is licensed. Your company�s DUNS and CAGE Code. Description of the company's capability to perform various services similar to those in which this contract includes as previously described.� Include a list and brief description of at least five (5) contracts of the services that have been previously performed within the past five (5) years.� The list shall include the project�s locations; description of the services performed, and contract cost. Each response shall be reviewed by the Contracting Officer/Contract Specialist for the purpose of determining whether there exists a reasonable expectation of obtaining a sufficient number of offers from responsible small businesses that are competitive in terms of market prices, quality, and delivery.� All information furnished to the Government in response to this notice will be used for review purposes only. In any joint venture or teaming arrangement the firm must qualify as a Small Business in accordance with NAICS code 531320 to be considered under this Sources Sought Notice. Responses must be submitted to this office in writing, by email no later than 3:00 PM CST on March 10, 2021.��Submit response and information via email to darryl.henderson@gsa.gov.� Facsimile responses will NOT be accepted.� All prospective offerors are responsible for monitoring this site for the release of all other information pertaining to the synopsis and future solicitation. Please note: Contractors doing business with the Federal Government must be registered in the System for Award Management (SAM) database at www.sam.gov.
