Description
The U.S. Forest Service is conducting market research to determine the acquisition strategy of the contemplated requirement. The determination of acquisition strategy for this requirement lies solely with the government and will be based on this market research and other information available to the government. � There is a contemplated requirement for a Multiple Award Task Order (MATOC), Indefinite Delivery Indefinite Quantity (IDIQ) contract type with an estimated Not to Exceed (NTE) shared capacity equal to or greater than $49 Million. The ordering period is anticipated to be five (5) years and six (6) months if FAR 52.217-8 Option to Extend Services is exercised. The scope of this MATOC includes, but is not limited to, the following types of highway, street, and bridge construction and maintenance work. The work performed may include new work, additions, alterations, maintenance, and repairs.� Road Construction: New road construction Road reconstruction/restoration Other roadbed construction Road decommissioning Construction of steel, concrete, and timber road bridges Trail bridges located at trailheads readily accessible by road building equipment Burned Area Emergency Response (BAER) requirements Emergency Relief for Federally Owned Roads (ERFO) requirements Culverts, aquatic passage structures, and ancillary structures Erosion type work for roads, stream banks, and lake shore erosion work Other requirements cited under Divisions 100 through 700 of the FP-14 The major categories of work activities required by the contract include clearing, earthwork, structural embankments, drainage structures, pit/quarry development, aggregate crushing, road base and surfacing, road structure demolition, road structure construction (such as retaining walls and minor bridge work) and road obliteration (decommissioning) Road Maintenance: Roadside brushing, tree removal, and road maintenance of forest roads and bridges Requirements shall be carried out as specified in the individual task orders at locations within Alaska (AK), Washington (WA), or Oregon (OR). Potential projects may be located in, but not limited to the areas listed in the chart below. In carrying out work issued as task orders under the awarded MATOC, the contractor shall furnish the personnel, equipment, tools, materials, vehicles, facilities, supervision and other items and services necessary for, or incidental to, the performance of work set forth in the task order�s Scope/Statement of Work. The Contractor shall assume all risk, loss, damage, or expense arising out of the performance of the work, except as otherwise provided in the contract. Contractor personnel shall possess appropriate certifications and training to accomplish the required work as specified in individual task orders.� In response to this notice, interested Offerors will submit a capability statement (3 pages or less) in written format via e-mail to the Points of Contact (POCs) listed in this notice. Capability statements should be submitted as soon as possible, but no later than the date and time listed in this notice. Please provide the following information in your capability statement: (1)������� Business name, address, and business size under NAICS 237310 Highway, Street, and Bridge Construction. The small business size standard for this applicable NAICS is $39.5 Million.� (2)������� Type of small business, if applicable (HUBZone, SDVOSB, 8(a), WOSB, etc) (3)������� Summary of how your company is capable and qualified to perform the work described above. (4)������� Summary of projects completed within the last five (5) years that are similar in scope to the types of work described above.� Include the total cost and duration of each project and indicate whether the work was performed as a prime contractor or subcontractor. (5) ������ Fill in the following table to show what location(s) your company is interested in performing in and what type of work your company is interested in performing. Please provide your answer in the form of an �X� in the appropriate boxes. There is no requirement to do everything.
