Description
The U.S. Department of Energy (DOE) Office of Science (SC) intends to award a sole source contract to William Cahill pursuant to and subject to the restrictions of Federal Acquisition Regulation (FAR) 37.2, and is seeking responses from additional capable sources. The anticipated period of performance for this contract will consist of a one-year base with three to four six-month options. �In accordance with FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source and no other supplies or services will satisfy agency requirements. Background: The Federal Project Directors for the U.S. ITER Project, Material Plasma Exposure eXperiment (MPEX), �the Stable Isotope Production and Research Center (SIPRC) Project, and the Spallation Neutron Source Second Target Station (STS) Project at the Oak Ridge National Laboratory require subject matter expertise and broad knowledge and credibility in the area of planning and analysis related to complex large scale manufacturing, construction, and development projects and specific knowledge of the intricacies and uniqueness of each, all of which involve domestic collaboration and some of which involve international partnerships. The contractor will provide support in the preparation and review of project documentation to achieve specific objectives. The contractor will provide subject matter expertise for strategic analysis including pertinent systems engineering and risk analysis strategies and development of recommendations to prepare Federal Project Directors for both internal and external interfaces, and will collaborate on analyses of project data supporting the cognizant Office of Science Program Managers. The U.S. ITER Project manages the U.S. Contributions to ITER.� ITER is a first-of- a-kind major international research collaboration to build the world's largest tokamak, a magnetic fusion device that has been designed to prove the feasibility of fusion as a large-scale and carbon-free source of energy based on the same principle that powers our Sun and stars.� ITER members are now engaged in a collaboration to build and operate the experimental device and together bring fusion to the point where a demonstration fusion reactor can be designed. � The MPEX will be a new world-leading linear plasma device for testing fusion reactor divertor materials and components by exposing them to fusion reactor divertor�relevant plasma conditions. The MPEX will be able to handle hazardous materials such as neutron-activated materials as well as liquid metals and will support study of the way plasma will interact long-term with the components of future fusion reactors�in particular, the divertor, the power and particle �exhaust system� of a fusion reactor. The SIPRC Project will help eliminate U.S. dependencies on foreign suppliers for critical isotopes by expanding the current production capabilities and accommodate large-scale expansion to produce enriched stable isotopes.� � The STS Project will secure U.S. leadership in neutron scattering by enabling new capabilities for time-resolved measurements of kinetic processes and beyond-equilibrium matter, simultaneous measurements of hierarchical architectures from the atomic scale to micron and beyond, measuring small samples of newly discovered or synthesized materials, and exploring new frontiers in materials at extreme conditions.� To the best of SC�s current knowledge, William Cahill is uniquely qualified to perform the work identified above as its personnel have been performing such work on the stated projects and in support of the various cognizant program offices beginning in 2006 on ITER through 2020 on the other projects. The unique experience and qualifications includes hands on experience relating to stakeholder concerns, program and strategic analysis, project management, project controls and specific metrics, communication, and the direct correlation to DOE federal oversight expectations and proficiencies. �It is imperative that the knowledge and expertise gained be applied to future efforts to enable successful mission outcomes. �However, under no circumstances will the contractor be expected to or allowed to perform work of a policy, decision-making, or managerial nature.� Award to any other source would result in unacceptable delays in supporting the SC�s Federal Project Directors. �These delays would negatively impact oversight and could endanger progress and outcomes. THIS IS NOT A REQUEST FOR QUOTE (RFQ) AND NO SOLICITATION IS AVAILABLE. Notwithstanding, any vendor who believes it is capable of meeting the requirement as stated herein may submit a response not exceeding three pages, which will be considered only if received by March 16, 2021. Responses to this posting must be in writing and submitted to Judson.Kingman@science.doe.gov no later than March 16, 2021. �A determination whether or not to compete this requirement based on the responses to this notice and any other available information is solely and exclusively within the discretion of the government. �Please note that any prospective offeror must be registered in the System for Award Management (SAM) at www.sam.gov prior to award in accordance with FAR part 4.11.
