- Loan Accounting and Reporting; Registration and Transfer of Securities: The contractor must act as registrar, paying and transfer agent (functions as Paying and Transfer Agent, in connection with a Housing Guaranty borrowing; Maintenance of Documents; Financial Reporting: The contractor shall establish and maintain a computerized, loan-related and transactional-based accounting system to provide input from this data base to the agency's automated accounting system and to prepare timely and accurate reports; Treasury Report on Receivables (TROR); U.S. Treasury Foreign Credit Reporting System (FCRS); Annual Confirmation as directed by DFC on an annual basis; Loan Accounting System; Paris Club; Rescheduling; Financial Data: The contractor shall provide USAID all financial information from records maintained by the contractor necessary to prepare financial statements and other reports on the status of the loans. Post contract transition support to ensure smooth transition of data and materials to the DFC. The contractor Midland Loan Services was under contract with the US Agency for International Development (contract AID-OAA-15-00084) to perform the services. This contract was transferred to the DFC in accordance with the transfer provisions of the BUILD Act. The contract is ending February 6, 2021 and DFC has determined that it will perform most of the services currently provided by the contractor in house. However DFC requires the contractor to continue providing the services beyond the contract end date while DFC transitions to taking on performance of the duties and converts data from Midlands systems. This project is not expected to be complete by the end date of the contract. It is also contemplated that DFC will require post-transition support to ensure DFC understands the data and materials transferred to the DFC. The work requires specialized knowledge of the subject portfolios which are unique, as well as the necessary system and data to perform the services required.� The contractor, and only the contractor, has the data, system, and unique experience necessary to immediately perform these services during this period of transition away from the contract.
