- The U.S. Army Corps of Engineers (USACE) intends to award a sole source fixed-price purchase order to Historical Research Associates (HRA)�for completion of a comprehensive history volume of the Wimington District:�The period of performance for this requirement shall be for 12 months from the date of the effective date of the contract. No competition is being sought.� This project was previosuly started with HRA. The previous contract had an option that was mistakenly not exercised in timely fashion. Hence, the previous contract accidentally expired before HRA could be tasked with finishing this project. Because it likely would cost�twice as much for any other Contractor, regardless of qualifications, to finish this project, the Government has elected to make a single source award to HRA, who can finish this project faster and at a significantly lower cost than any other known Contractor. That is, only HRA has the knowledge and has completed enough of this project to complete it successfully and quickly without a significant increase in cost or price. Given the requirement for the history volume to be consistent and given that work was already completed by HRA on this project,�only HRA can complete the project with with the required consistency in connection with work previously completed.� This is a special notice prepared in accordance with the format in Federal Acquisition Regulation (FAR) 5.2 Synopses of Proposed Contract Actions. A solicitation will not be posted. However, any firm that believes it can meet this requirement may give written notification to the Contracting Officer within 15 days of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government.
