- NOTICE OF INTENT � The Defense Information Systems Agency (DISA)/Defense Information Technology Contracting Organization (DITCO) intends to negotiate a sole source contract with Forcepoint Federal, LLC. for a User Activity Monitoring (UAM) Enterprise Solution. �A sole source Justification & Approval document is being coordinated and, upon approval, a copy of it will be posted here on beta.SAM.gov to comply with the public display requirements of FAR 6.305. The proposed contract action is to sustain and maintain the current UAM Enterprise Solution, which is a proprietary capability that supports the Government�s networks. �The UAM solution shall consist of Commercial Off-The-Shelf (COTS) software, related licenses with warranty and maintenance, hardware, and Subject Matter Expert (SME) support to install, configure, integrate, tune, and operationalize the capability. �In addition, the Government requires engineering and architectural support and tool specific training for Government personnel. These services will provide a robust, proven UAM capability.� Previously, the Joint Staff acquired the initial instance of a UAM capability known as InnerView.� This acquisition is to sustain and maintain the InnerView software, maintain the necessary hardware, provide labor support both onsite and offsite, and conduct training for the Combatant Commands (CCMDs). �This requirement will support the Department of Defense 4th Estate, including the Office of the Secretary of Defense (OSD), all Field Activities and Agencies, CCMDs, Non-classified Internet Protocol Router Network (NIPRNet), Secret Internet Protocol Router Network (SIPRNet), Joint Worldwide Intelligence Communication System (JWICS), and Special Access Program (SAP) networks, in accordance with the White House Memorandum on National Insider Threat Policy and Minimum Standards for Executive Branch Insider Threat Programs, dated November 21, 2012. �After hours maintenance support shall be accomplished by on-call technicians who are available 24/7/365 and who possess the required clearance level.� The Contractor shall respond within two hours of notification of an operational problem. �The contractor shall work with the Government�s data center leadership and operations staff (who may be Government or vendors on other contracts) to resolve any issues across the agency�s enterprise that may be due to UAM operations and/or components. �The contractor shall team with the Government to deploy and maintain the UAM solution in an operational state. Extensive design efforts by the incumbent contractor make these services unique as they include the ability to provide the current UAM standard, which is used on more than 20 networks within the CCMDs. �Currently, the incumbent contractor provides InnerView software, hardware, and services to DISA on SIPRNet to support both DISA and several Fourth Estate Network Optimization (4ENO) agencies. �It is currently used by DISA Joint Service Provider to support JWICS, SIPR, and NIPR deployments. �It is currently used by DISA to support SAP network deployments. �It is currently used by 4ENO agencies including DCSA, DLA, DTRA, DFAS, and DCMA to support a variety of classified and unclassified networks. It is currently used as the JWICS and SIPR standard for the Army, Navy, Air Force, and Marines. At this time, the incumbent contractor (Forcepoint Federal, LLC.) is the only source capable of providing all necessary support and services.� Based on current market research, Forcepoint Federal, LLC.is the only source that can provide the UAM InnerView software and hardware to meet the needs of the DoD. The incumbent contractor is the sole provider of the InnerView software and there are no authorized small or large business InnerView resellers available. �It is imperative that the incumbent contractor is the sole proprietor, as this software is unique to the CCMDs to comply with Executive Order 13587, National Insider Threat Policy. �The system design document for these services is proprietary and is owned and maintained by the incumbent. The statutory authority for other than full and open competition is 10 USC 2304(c)(1), as implemented by FAR 6.302-1(a)(2)(iii), only one responsible source and no other supplies or services will satisfy agency requirements.� Companies who believe they can provide this service must indicate their interest in writing within 15 days of this notification and include a detailed capability statement.� No reimbursement for any cost connected with providing capability information will be provided.� All responsible sources will be considered in evaluating the determination to issue a sole-source contract. �Quotations or proposals received in response to this notice cannot be accepted since this synopsis cannot be considered a request for quote or a request for proposal.� A solicitation will NOT be posted to beta.SAM.gov due to the sole source nature of the requirement. The North American Classification System (NAICS) code 541519 will be used for determining company size status.
