VA St. Louis Health Care System Statement of Work: 657-19-114JB Connect Heating, Ventilation, & Air Conditioning to Building Automation System 6 November 2020 Purpose of Project: The VA St. Louis Health Care System, Jefferson Barracks Division, needs to connect various HVAC systems the VA�s BAS system to improve healthcare, and access to healthcare, for Veteran�s. Criteria: All work shall be performed in accordance with solicitation/contract terms and conditions, specifications and drawings, and all applicable VA and local codes. Contractor shall furnish all supervision, tools, labor, materials, equipment, transportation and testing necessary.� Scope of Work for this project shall include the following items: Building 53: Pricing: Bid Item 1, Base Bid Contractor shall perform all work for 657-19-114JB Connect Heating, Ventilation, & Air Conditioning to Building Automation System at VAMC St. Louis Jefferson Barracks Division as fully described herein the contract documents. Period of Performance is 330 Calendar Days. �Bid Item 1 $________________ Bid Item 2 All items listed in Bid Item 1 Base Bid with the following modifications.� Remove Bldg 53 Demo of Existing Abandoned RHP, Piping, Removal and Replacement of the associated Fin Tube Control Valves, New DDC Thermostat, Power, and Networking. Qty 72 RHP & 32 associated Fin Tube Control Valves (remove Items C.2.c & C.2.d below). Period of Performance is 330 Calendar Days. Bid Item 2: $________________ Bid Items 3 All items listed in Bid Item 2 with the following modifications. Remove Bldg 53 upgrade of 12 Existing Pneumatic Duct Mounted Reheat Coil Control Valves to DDC Control (remove item C.2.a. below). Period of Performance is 330 Calendar Days. Bid Item 3: $________________ General Scope of Work Extension of the Existing VAMC Metasys Facility Management System to support the existing Mechanical and HVAC Systems in Building 53. Required Engineering, Hardware, Project Management, and programming for the DDC Control System shall be provided by contractor. Electrical Control Wiring for the Panels, Controllers, Devices, and controls Network is provided by contractor.� Existing Pneumatic Field Devices and Piping to be removed.� Existing Actuators, Temperature Sensors, Pressure Sensors, to be replaced with New Electronic/DDC Sensors and Actuators. Existing Pneumatic Control Valves to be replaced.� Mechanical Contractor to provide required labor, material, insulation, etc. to replace existing with New Valve. See Schedule below (Att. 1) for quantity and service on attached schedule. NO New Mechanical Equipment, Dampers, Fans, VFD�s are provided by contractor. Demolition and mechanical labor are provided by contractor. General trades labor to be included but not limited to the following: General clean up. Core drilling where required to run communications network. Ceiling removal and reinstallation. Cutting or patching existing wall sensor locations.� Cover plates to be installed by contractor. NO new control valves will be provided. Existing controls that are not operable or no longer needed (including thermostats) will be removed. Existing Systems which will not be modified under this scope of work include: 53-AH-1 53-AH-2 53-AH-3 53-AH-4 53-AH-5 53-AH-6 2nd Floor North VAV Boxes (Qty 28) 53- Hot Water System 53- Chilled Water System. Existing Systems which are NOT Currently Controlled and will NOT be modified under this scope of work include: Pneumatic Smoke Dampers (Addressed in Recent Fire Alarm Replacement Project) Emergency Generator Ventilation (Addressed in Generator Replacement) Hot Water Unit Heater Work (Stand Alone Electric Stat to remain) Elevator Exhaust Damper Replacement work Cabinet Unit Heaters (Qty 2) (Stand Alone Electric Stat to remain) Duct Mounted Humidifiers (Qty 1) System Specific Scope of Work: Furnishing Network Hardware as required for the addition of the DDC Controls provided under this project.� One NAE-55 will be provided.� The VAMC to identify Network Switch Location and contractor to run Network cabling as required to Network the New NAE to the VAMC System. Furnishing and installing DDC Controllers for the following: Duct Mounted Reheat Coils w/ Pneumatic Thermostats (Qty 12) Serving First and Second Floors Tagged RHC-1 thru RHC-12. Replace 3-Way Hot Water Control Valve Provide DDC Thermostat, Power, and Network VAV Terminal Units: (Qty 41) Existing pneumatic receiver Controller & Stat to be removed Existing pneumatic hot water reheat coil control valve to be replaced DDC controller, 24 VAC power, and network DDC thermostat Discharge air temperature sensor Volume control damper actuator & flow DPT HRP- Radiant Panel: VAMC disabled all existing HRP radiant ceiling panels Any existing related pneumatic stats will be removed, and cover plates installed. Fin Tube Radiation: (Qty 40) Existing pneumatic stat to be removed Existing pneumatic hot water control valve to be replaced DDC controller, 24 VAC power, and network DDC thermostat Items not included: Installation of valves, wells, meters, or Taps. Installation of dampers or Air Flow Measuring Stations. Furnishing or installing starters, variable speed drives or disconnects for HVAC equipment Furnishing or installing Smoke Detection, Fire Alarm System, Fire/Smoke Damper Controls (by Div. 26) Systems testing & balancing Demolition, premium labor, cutting, patching, or painting Existing VFD Drives to Remain Existing Field Devices are to Remain - Actuators, Temperature Sensors, Relays, CT's, Safeties, Pressure Sensors, control valve, etc. System Shutdowns will be Coordinated/Scheduled with the GC/Owner Contractor will reuse existing Field Device Wiring Contractor will reuse networking where possible.
