- SYNOPSIS�� This Synopsis is being amended to address the following changes: The closing date for the synopsis is now 12 March 2021. The Request For Proposal (RFP) issued date on or around� 12 March 2021 with anticipated closing date� on or around 13 April 2021 by close of business 3:00 PM [EST].� A copy of the solicitation will be available via the DIBBS Website https://www.dibbs.bsm.dla.mil/ on the issue date cited in the RFP. From the DIBBS Homepage, select ""Requests for Proposal (RFP) / Invitation For Bid (IFB)"" from the menu under the tab ""Solicitations."" Then search for and choose the RFP you wish to download. RFPs are in portable document format (PDF). To download and view these documents you will need the latest version of Adobe Acrobat Reader. This software is available free at: http://www.adobe.com. A paper copy of this solicitation will not be available to requestors. It is not a commercial item. Configuration Control does not apply and Higher Level Quality Management does. The acquisition is unrestricted other than full & open competition. This is a sole source item coded 3B. The NSN and quantity are as follows:� NSN 5950-01-087-2682/ 593R249G02, quantity 5 each, no option quantity.� The delivery schedule is 306 days ARO.� FOB: Origin; Inspection/Acceptance: Origin.� This is a proprietary item to Northrop Grumman Corporation Systems.� The Government intends to place firm-fixed price, against SPE4A1-16-G-0005. This solicitation will be issued in accordance with (IAW) 10 U.S.C. 2304(c) (1), other than full and open competition.�� Conditions for evaluation and acceptance of offers for part numbered items cited in the AID: This agency has no data available for evaluating the acceptability of alternate products offered.� In addition, to the data required in subparagraph (c) (2) of clause (52.217-9002), the offeror must furnish drawings and other data covering the design, materials, etc., of the exact product cited in the AID, sufficient to establish that the offeror�s product is equal to the product cited in the AID.��� The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with the approved sources. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. The anticipated letter solicitation issue date will be 11 March 2021 and anticipated close date will be 13 March 2021 by close of business at 3:00 PM [EST].� The solicitation will not be available via the DLA-BSM Internet Bid Board System (DIBBS) website.
