Description
Description: The U.S. Army Corps of Engineers, New England District is issuing a Sources Sought Announcement for maintenance dredging of the Newburyport Harbor Federal Navigation Project (FNP) located at Newburyport, MA. This announcement is to determine the interest, availability, and capability of Small Business and Large Business concerns as described below. The NAICS code for this procurement is 237990 with a size standard of $30M. The contract solicitation is planned to be issued on or about July 2021. The construction will occur in the fall/winter of 2021/2022 and is expected to take approximately four months to complete. The estimated construction cost is between $5,000,000 and $10,000,000. The Newburyport Harbor FNP consists of a 9-foot-deep Mean Lower Low Water (MLLW), 200-foot-wide inner harbor channel, and a 15-foot-deep MLLW, 400-foot-wide entrance channel. The proposed work consists of dredging up to approximately 250,000 cubic yards (CY) of sandy material from shoaled areas of the FNP. All areas of the FNP will be dredged to the authorized project depth, plus one-foot allowable overdepth for the 9 foot channel and two feet of allowable overdepth for the 15-foot channel. A hopper dredge or hydraulic pipeline dredge will be used to remove material from the shoaled portions of the channels. The base plan includes approximately 60,000 CY of material placed by pipeline directly on the beach at North Point, which is located just west of the south jetty on the southern shoreline of the Merrimack River at the inlet on Plum Island in Newburyport, and the remainder of the material placed at two nearshore placement locations off of Salisbury Beach and Plum Island Beach. The northern nearshore disposal site, Salisbury Nearshore, is located just east of Salisbury Beach, 1.5 miles north of the navigation channel and mouth of the Merrimack River, with a footprint of about 1 mile long and 0.15 miles wide. The southern nearshore disposal site Plum Island Nearshore, is located east of Plum Island Beach, 1.2 miles south of the channel and is 0.8 miles long and 0.15 miles wide. Both nearshore sites are located between the 20-foot MLW and 30-foot MLW depth contours. If approvals and funding allow, the alternative plan would include placement of the entire quantity of dredged material directly on the beach at North Point by a hydraulic pipeline in an area approximately 1 mile long and 0.15 miles wide. The anticipated allowable dredging windows are as follows: The dredging of the 9-foot inner harbor channel of the FNP would be conducted between July 1 and Feb. 14. Dredging of the 15-foot entrance channel and placement at nearshore sites off the coasts of Salisbury and Plum Island Beaches can occur at any time, no timeframe restrictions have been implemented for these activities. On-beach placement activities on North Point would be restricted to Sept. 1 to March 31. In order to accomplish all dredging requirements within the specified dredging window the Contractor will need to meet a production rate of up to about 90,000 CY per 30 calendar days. Environmental coordination and permitting is being completed by the U.S. Army of Engineers, New England District. Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, etc.), type of equipment the firm is proposing to use on the project, and two (2) example projects performed by the firm in the last ten (10) years (including Points of Contact) for projects showing experience with the proposed equipment, used on projects with a total dredged quantity of at least 175,000 CY, using hydraulic dredging equipment, in coastal waters, demonstrating a minimum production rate of 70,000 CY in one consecutive 30-day period along with experience in upland placement of dredged material in a coastal environment during the months of October through March. Firms may use subcontractor experience to demonstrate experience with the requirements. Responses are limited to twenty pages and due by March 23, 2021. Responses should be submitted via email to Elizabeth Glasgow at Elizabeth.K.Glasgow@usace.army.mil. The Government will not pay for any material provided in response to this market survey nor return the data provided. This notice is for information purposes only and is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation. The results of this survey will be considered to be in effect for a period of one year from the date of this notice. Government Agency URL: www.nae.usace.army.mil Government Agency URL Description: New England District, Corps of Engineers
