Solicitation Number:� � � � � � � � � � � � � � � � � � � � � � � � Notice Type: FA8251-21-R-F16PDUREPAIR� � � � � � � � � � � � � � � � � �Sources Sought Synopsis/Market Research Synopsis: 1.� Notice:� This is not a solicitation but rather a Sources Sought/Market Research, Request for Information (RFI). The responses received may determine potential sources. This notice is for information and planning purposes only and in no way binds the Government. The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort is competitive and/or a total Small Business Set-Aside.� The expected North American Industry Classification Systems (NAICS) Code is 541330, Engineering Services (Exception 1, Military and Aerospace Equipment and Military Weapons) which has a corresponding size standard of $41.5M.� The Government may use submitted information to determine an acquisition strategy for this procurement and for market research.� The Government intent is to identify small businesses to include but not limited to 8(a), Service-Disabled Veteran-Owned, HUBZone, and Women-Owned small business concerns.� The Government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code.� Additionally, please provide any anticipated teaming arrangements, along with a brief description of similar services offered to the Government and commercial customers for the past three years.� Any responses involving teaming agreements should provide a percentage delineation of the work that will be accomplished by the prime and the work accomplished by the teaming partners.� 2.� Program Details:��Standard repair of A/B HUD PDU (P/N 79-049-13) will include repair and overhaul of the associated sub-assembly referred to as Shop Replaceable Unit (SRU). Standard repair will not include repair and overhaul of the Optic Module and Tube Unit Assembly/Cathode Ray Tube (CRT), an approval request to condemn shall be submitted to the Production Manager via e-mail to obtain approval or disapproval.� The contractor shall provide all labor, material, quality systems, and vendor services necessary to ensure items are returned to serviceable condition, meet the Original Equipment Manufacturers (OEM) specifications, and are provided to the government in the desired time frame. The contractor will complete all necessary actions to restore the items to a serviceable condition when performing repairs and to restore the items to original life expectancy when overhaul is required. See below qualification requirements that must be satisfied to become a qualified source. a. Prequalification Notice: The offeror shall notify the appropriate government Small Business Office or, if responding to a solicitation, the contracting officer in the appropriate government contracting office, of intent to qualify as a source for repair of this A/B Head-Up-Display. b. Facilities, Testing, and Inspection Capabilities: The offeror must certify to the government that they have, or have access to, the required facilities and equipment to repair, inspect, test, package, and store the item. The offeror shall make their facilities, equipment, tooling, and personnel available for evaluation and inspection by the government. c. Data Verification: The offeror must verify that they have a complete data package. This verification must include a complete list of all procedures, drawings, and specifications, including change notices, in the offeror�s possession including, at a minimum BAE SYSTEMS (OPERATIONS) LIMITED (K0656) drawing 79-049-12 and all related drawings. The offeror may also be required to produce copies of all applicable procedures, drawings, or specifications. d. Repair Process Verification: The offeror must repair this item to conform to the government requirements as prescribed within the ESA-approved engineering/technical data package. The offeror must show compliance with Unique Identification (UID) requirements in accordance with DFARS 211.274 as prescribed within the ESA-approved engineering/technical data package. The offeror must provide, at their own expense, data showing the results of all quality, performance, and environmental evaluations conducted by the offeror to show compliance with the government requirements as prescribed by 416 SCMS/GUEAA. The offeror shall also identify its sources for materials and its standards for internally used processes. e. Qualification Requirement Cost Estimate: Estimated likely costs for testing and evaluation, which will be incurred by the potential offering party to become qualified are $7000.00. f. Qualification Time Completion Estimate: It is the estimate of the engineering support activity that completion of this qualification effort should require 90 days. This is based on complexity of the A/B Head-Up-Display and other factors. g. Qualification Time Limitation: An offeror may not be denied the opportunity to submit and have considered an offer for a contract if the offeror can demonstrate to the satisfaction of the contracting officer that the offeror (or its product) meets these standards for qualification or can meet them before the date specified for award of the contract. The award will not be delayed to provide the vendor with an opportunity to demonstrate its ability to meet the standards specified in this qualification requirement. h. Evaluation of Proposals Not Previously Qualified: The offeror must be fully qualified in order to be eligible for a contract award. Therefore, the offeror must fulfill all of the requirements stated, in writing, in the qualification requirement before the date specified for award of the contract. Once all requirements are met, the offeror will be listed as an approved repair source for this item. Approval, however, does not guarantee subsequent contract award. 3.� Submission Instructions:� Both large and small businesses are encouraged to participate in this Market Research.� If, after reviewing these documents, you desire to participate in the market research and your organization has the potential capacity to perform these contract requirements, please provide the following information below in the contractor capability survey as well as tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.
