- Subject Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the LANTIRN Radar Set Subassembly (RIU) for a potential forthcoming FMS contract. Item Description The LANTIRN system provides real-time, high-resolution, infrared imagery of the terrain through the Terrain-Following Radar (TFR).� The RIU is part of the TFR.� The RIU provides the control functions of the TFR.� The RIU is the interface between the TFR and the Advanced Pod Control Computer that is installed in the AAQ-13 pod. Impediment to Competition� �� The AAQ-13 pod was originally designed, developed, and produced in the Mid-1980s. Raytheon Space and Airborne Systems was subcontracted to design, develop and maintain the prime mission equipment for the Terrain Following (TF) capability of the LANTIRN system. The AAQ-13 system has undergone major modifications to the Terrain-Following Radar (TFR), which is proprietary to Raytheon. The proposed contract is sole sourced to Raytheon. That award decision was based on Raytheon being identified as a singularly possessing experience in deriving, developing and providing the supplies and services required at the level of quality required. There have been no activities to remove competitive barriers because of the integration and sensitivity of the system. INTEREST The DLA Aviation Robins Contracting Office intends to award a sole source contract to Raytheon Space and Airborne Systems for the manufacture of the RIU in support of the 431st FMS office. Other interested parties may identify their interest and capability to respond to the requirement no later than 17 March 2021 to Robert Berg via email (robert.berg.9@us.af.mil).� The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
