Description Small Business Sources Sought Notice SBSSN No.: BARDA-2021- Resource Information Tracking and Medical Communications Application (RITCA). � I. INTRODUCTION This is a Small Business Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses (SB); Historically Underutilized Business Zone small businesses (HUB Zone); service-disabled veteran-owned small businesses (SDVOSB); 8(a) small businesses; veteran-owned small businesses (VOSB); woman-owned small businesses (WOSB); or small disadvantaged businesses (SDB); and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. The proposed NAICS (North American Industry Classification System) for this proposed requirement is 541715. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. The Office of the Assistant Secretary for Preparedness and Response (ASPR) intends to provide maximum practicable opportunities in its acquisitions to all types and categories of small businesses. Statements should also include an indication of current certified business status; this indication should be clearly marked on the first page of your capability statement (preferably placed under the eligible small business concern�s name and address) as well as the eligible business concern�s name, point of contact, address, and DUNS number. An Other Than Small Business Sources Sought Notice will also be posted regarding this possible requirement, and is intended solely for prospective Offerors that are considered to be Other Than Small Businesses. Prospective Offerors should respond to the appropriate FBO notice relative to their business size standard. THIS NOTICE IS FOR MARKET RESEARCH PURPOSES ONLY. II. AUTHORITY The Office of Contract, Management and Acquisition (CMA) issues this Small Business Sources Sought Notice (SBSSN) on behalf of the Biomedical Advanced Research and Development Authority (BARDA) pursuant to FAR paragraphs 5.205(c), 15.201(e) and FAR parts 10, 19. III. PURPOSE The Office of the Biomedical Advanced Research and Development Authority (BARDA), within the Office of the Assistant Secretary for Preparedness and Response (ASPR) at the U.S. Department of Health and Human Services (HHS) intends to use responses to this Small Business Sources Sought Notice (SBSSN) for planning potential future acquisitions. BARDA seeks pertinent marketplace data on availabilities and capabilities to build a pilot application for resource information tracking, enable medical communications within a regional disaster health response system, and demonstrate its full functionality. This information is intended to strengthen BARDA�s understanding of the current and future marketplace and enhance its ability to obtain quality services economically, and to efficiently and lawfully establish potential vendor source files and listings. Documented certification as a University Affiliated Research Center (UARC) is a requirement. BARDA will not award any contracts under this Notice. IV. BACKGROUND Trauma and burn injuries often require immediate life-saving care. In a no-notice mass casualty incident (MCI) involving emergency medicine (ED), trauma and burn care communities, these challenges are exacerbated and further compounded by resource and communication constraints. To mitigate and provide solutions to these unaddressed challenges, BARDA has conducted extensive outreach with Burn, ED and Trauma treatment communities, identifying specific solutions which address unique treatment needs within the care continuum. For example, in burn care, BARDA�s investment in medical countermeasures (MCMs) addresses treatment capacity and throughput efficiency. In trauma, BARDA MCMs focus on devices for faster detection, triage and delivery of precise and effective care. From our outreach, BARDA also discovered there are other common factors underpinning the efficiency of delivering appropriate care for trauma and burn injuries. Specifically, the need for effective, timely peer communication and resource tracking is particularly crucial during routine care. Consequently, there is consensus that in an MCI this will pose a serious limitation in the efficiency to deliver care. Furthermore, this area remains the Nation�s largest unmet and unidentified need due to a lack of jurisdictional responsibility to provide an effective solution. Until now, there have been no targeted investments to establish or develop tools and mechanisms which standardize methodology to address and integrate these critical requirements. Additionally, it may become necessary for trained care providers to remotely provide or guide specialized care at any facility during an MCI. There is always a need for reliable, actionable intelligence and to have clear lines of communication to the federal level. The purpose of this effort is to build one such pilot in a regional disaster health response system and demonstrate its full functionality. This system has been termed Resource Information Tracking and Medical Communications Application (RITCA). To address these needs, the Government (�USG�) plans to develop RITCA as an online and mobile phone-based application. RITCA will serve as a disaster response tool for a regional area within the broad range of the medical responder community. This application will allow for synchronous and asynchronous communication for peer-to-peer consultation between clinical providers, serve as a repository for clinical capacity and capability data and present this data in a dashboard, and allow for communication of Essential Elements of Information (EEI) across health care and federal, state, and local response personnel. Other functionalities would be evaluated, including just-in-time training for specific clinical presentations, compatibility with telemedicine capabilities, and the ability to interface with various USG systems. V. PROJECT REQUIREMENTS This notice seeks information from small businesses with regard to their qualifications, experience and capability to perform the attached draft Statement of Objectives.� Respondents should meet the following criteria: Documented certification as a University Affiliated Research Center (UARC) Documented experience with Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance/Information Operations (C4ISR/IO) and in health security modeling as adjudged by the technical review and capability determination. VI. CAPABILITY STATEMENT/INFORMATION SOUGHT Respondents are asked to provide only the most pertinent information, data, and materials necessary to adequately convey a declaration of capability in line with this notice. Responses shall not exceed 10 single sided pages (including all attachments, resumes, charts, etc.). Content contained in excess of the stated limit per section will not be reviewed. Respondents are asked to state in their capability statement, whether they are responding to the Small Business Sources Sought Notice or the Other Than Small Business Sources Sought Notice. 1.�� Business Representations Respondents must make business representations to ASPR/BARDA in the following order: a) Business Information Provide potential respondent name, principal place of business, DUNS number, taxpayer identification number, number of employees, annual revenue of company, point of contact, and email address. Confirm the certification as a University Affiliated Research Center (UARC) b) NAICS Codes Provide your applicable NAICS Code. c) Capability Statement Provide relevant business information on capability, prior experience, and business interests to provide the type of goods and services specified under Section V, above. 2.�� Technical Representations Respondents shall make the technical representations to ASPR/BARDA in the order listed below as separate sections. (Note: sections not relevant to the respondent may be left without information by marking it �NA/Reserved,� to maintain the section numbering). a) Response Specification In response to this notice, clearly describe the capability and experience that meets the requirements specified in Section V. b) Technical Information: All respondents to this notice are required to provide the information on their capabilities by providing a short narrative and summarizing the stage of development.� The narrative may include figures, schematics, diagrams, photographs, etc. Respondents shall mark confidential, privileged, proprietary, trade-secret, copyrighted information, data, and materials with appropriate restrictive legends. ASPR/BARDA will presume that any unmarked information, data, and materials were furnished with an �unlimited rights� license, as FAR subpart 27.4 defines that term, and ASPR/BARDA assumes no liability for the disclosure, use, or reproduction of the information, data, and materials. 3.�� Response Format, Transmission, and Closing Date Respondents shall provide declarations of capability and all information, data, and materials in Microsoft Office, or Adobe Acrobat format, and furnish responses electronically (via email) to Rosa.Lopez@hhs.gov for receipt by 3:00 P.M. ET on March 12, 2021. Any questions, comments, or concerns regarding this notice shall be written and transmitted via email to Rosa.Lopez@hhs.gov. VII. DISCLAIMER AND IMPORTANT NOTES This notice does not obligate the Government to award a contract or otherwise pay for information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization�s qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published on beta.SAM.gov under Contract Opportunities in accordance with FAR part 5. However, responses to this notice will not be considered adequate responses to a solicitation. VIII. CONFIDENTIALITY Respondents shall mark confidential, privileged, proprietary, trade-secret, copyrighted information, data, and materials with appropriate restrictive legends. ASPR/BARDA will presume that any unmarked information, data, and materials were furnished with an �unlimited rights� license, as FAR subpart 27.4 defines that term, and ASPR/BARDA assumes no liability for the disclosure, use, or reproduction of the information, data, and materials.
