Description
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY.� This RFI is issued solely for information and planning purposes � it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future.� This request for information does not commit the Government to contract for any supply or service whatsoever.� Further, the USCB is not at this time seeking proposals and will not accept unsolicited proposals.� Interested parties are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party�s expense.� Not responding to this RFI does not preclude participation in any future RFP, if any is issued.� � The purpose of this Request for Information (RFI) is to provide information to the United States Census Bureau (USCB) to help determine an acquisition strategy for the Census Integrated Personnel and Payroll System (CIPPS) for the coming decade. The USCB wants to determine if any commercial off the self (COTS) software products, eGovernment providers, commercial vendors or commercial service providers can provide an integrated solution for the recruitment, human resources, time and expense, and payroll for the temporary and career benefit and non-benefit employees that will support current survey data collection operations and the 2030 Census. ; (3) To determine if payroll functionality can be provided by October 1, 2022; (4) To determine if human resources functionality can be provided by October 1, 2022; (5) To determine what other functionality can be provided by October 1, 2022(6) To identify the cost estimates for providing the functionality and or solution for 2022; (7) To determine the life cycle cost estimates for a 10 year period. As a result, the USCB also wants to understand best practices and seeks recommendations from vendors on how to best acquire the needed industry knowledge and expertise and achieve benefits in accordance and compliance with federal requirements. Through this market research,�it is also the intention of the USCB to locate and identify vendors�, specifically small businesses�, capabilities, and core competencies. The latter will determine if�any potential procurement to meet the agency requirements can be awarded or set aside�utilizing any of the small business programs under FAR part 19 before considering full and open competition that includes a large business.
