Description
This is a single source award�for the acquisition of Technical Order Distribution Office (TODO) services to support the 309th Aerospace Maintenance and Regeneration Group's (AMARG) aircraft preservation and regeneration mission, in accordance with FAR Part 13.106-1(b) ""Soliciting from a single source"".��The 309 AMARG TODO library technical data services support the management of individual active basic Techincal Orders (TO), rescinded TOs, and electronic tools (eTools) as required for the sustainment of all AMARG weapons systems and commodities assigned for maintenance, regeneration, and storage. �As the Air Force continues transition from traditional paper TOs to electronic only TOs; continuous TO library management is required for both electronic and paper TOs simultaneously. �Successful deliver of these services requires utilization / interface with existing technical data systems, knowledge of system functionality and system operations to successfully accomplish technical data tasks.�On 16 December 2020, the 309 AMARG confirmed that all future support for the AMARG TODO will be transitioned to newly established organic in-house staff with an estimated transition date of no later than 30 January 2021. However, due to unforeseen delays in the establishment and transition of these positions, it is now estimated that the conversion will not occur until 5 April 2021. The AMARG TODO support services are currently delivered under a task order against the basic Technical Data Support Services Enterprise Program (TDSSe) IDIQ contract FA8530-15-D-0003, task order #FA8222-18-F-0004, awarded by AFSC/PZIE out of Hill Air Force Base on 11 February 2020. �The current period of performance on this order is due to expire on 6 March 2021 and the base IDIQ ordering period has also expired. �A follow-on TDSSe2 is now in place; however, it does not include continued support for the AMARG TODO.� The 309 AMARG requested establishment of a new stand alone order to enable TODO support for a limited period not to exceed 30 days to support active audits, allow additional time for the transition of positions and minimize impact to mission.� CompTech CDO, holds the unique knowledge of these systems and is readily positioned to provide the required limited 30 day support.�CompTech CDO is a registered minority owned small business who primarily operates in the custom computer software writing services business sector, offering a range of information technology services. �The company provides data integration, enterprise data management, system engineering, data warehousing, IT support, security, and infrastructure services. �CompTech has successfully provided support for the AMARG TODO library for over five years, with no past performance issues. �Given the specialized nature of these services and the limited performance period required, a direct award to CompTech CDO offers the most cost effective solution. The incumbent CompTech personnel have demonstrated proficient knowledge of the AMARG systems and are readily positioned to continue this support for an additional 30 days without impact to the mission.��The introduction of alternative sources would result in potential additional costs, driven by a change in personnel, issuance of new access badges and the learning curve required to support these systems during an active audit. �To minimize any impact to the mission and control cost it is in the best interest of the government to execute a sole source purchase order, with a not to exceed period of 30 days directly with CompTech CDO.� This is a one time sole source action, with no future need for contracted support of these services at the 309 AMARG.
