Description
The United States Coast Guard, Surface Forces Logistics Centers, Long Range Enforcer - Contracts & Procurement Branch 2, ALAMEDA, CA anticipates awarding SOLE SOURCE procurement to TRIDENT MARITIME SYSTEMS An issue that has surfaced in the Water Mist Fire Suppression System on-board the 140 WTGB Class Cutters.� The issue being the spontaneous release of the Water Mist Fire Suppression System on several cutters of the 140 WTGB Class.� USCG were able to troubleshoot the issue and have determined that the PS1 pressure switch that monitors standby pressure of the Water Mist Fire Suppression System will send a signal to discharge the Water Mist Fire Suppression System when the standby pressure falls to 17 bar or below.� Normal standby pressure is 25 bar.� Accidental discharge of the Water Mist Fire Suppression also depletes the 28 nitrogen cylinders associated with each cutter and requires the cylinders to be refilled which is an expensive and laborious task. The cause for the standby pressure to fall to 17 bar or less is due to the ship�s air system either failing or being shut down.� The Water Mist Fire Suppression System is equipped with a pneumatic backup pump designed to ensure the standby pressure of the Water Mist Fire Suppression System pressure is maintained at 25 bar.� This pneumatic backup pump is tied into the ship�s air system.� Therefore, if the ship�s air system is shut down or fails, then the pneumatic backup pump is unable to operate, and the standby pressure of the Water Mist Fire Suppression System will fall causing the system to discharge spontaneously. Proposed resolution to this issue is to perform a minor re-wiring of the Water Mist Fire Suppression System Release Panel so that the PS1 pressure switch will no longer be able to discharge the Water Mist Fire Suppression System when the standby pressure drops below 17 bar.� The PS1 pressure switch will instead send a signal to an indicator light added to the Release Panel that will notify the crew when the Water Mist Fire Suppression System standby pressure drops below 17 bar.� The indicator light will be labeled �Low Standby Pressure� or similar verbiage and will notify the crew of the low-pressure condition and to check on the status of the ship�s air system.� The proposed modification to the system can be performed during the cutter�s annual Water Mist Fire Suppression System inspection comprising a duration of 1-2 days and will not require the cutter to be laid up for an extended period of time.� In addition, the modification does not need to be performed at a shipyard and does not require the cutter to be dry docked.� Modification can be performed at the cutter�s homeport or any available port that is convenient for USCG. Vendor will provide all labor and parts listed in the Schedule. NAICS Code #336611 applies to this procurement. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. No solicitation will be issued, however all responses received on/before 0800 AM PST for 70Z08521NP45A4900 �will be reviewed by the Government. A determination not to compete this proposed contract based on the responses to this notice is solely within the discretion of the Government.
