- Description
- The U.S. Army Corps of Engineers, Engineer Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL), Survivability Engineering Branch (SvEB) is engaged in conducting research involving explosive tests of protective measures and various explosive devices and has a repetitive need for Kulite products that will help further explosion effects and blast loading research. To support these needs, the Government intends to award on a Master Blanket Purchase Agreement (BPA) with a five-year ordering period, to Kulite Semiconductor Products, Inc. (CAGE Code: 34345), on a sole source basis. These specific gauges must remain consistent with existing hardware to ensure repeatable data are collected during testing events.� To maintain the researcher�s capabilities to accurately measure needed data, Kulite products are required. To support the GSL�s mission, the SvEB uses pressure gauges to measure pressures in high shock environments to better understand blast propagation and structural loading during explosive events.� These specialized gauges must remain consistent with previous gauges produced to ensure repeatable data is collected during test events.�� The award will be issued in accordance with FAR 13.106-1(b). The NAICS code for this requirement is 336413 with a size standard of 1250 employees. This notice is not a request for competitive quotes or proposals.� A solicitation will not be issued; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.� The information submitted must be provided in sufficient detail to demonstrate the vendor's ability to fulfill this requirement.� The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.� A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.� Oral communications are not acceptable in response to this notice. Interested parties may submit any information for consideration by the Government to janalyn.h.dement@usace.army.mil.� The solicitation number shall be included in the subject line of e-mail submissions.� Responses must be received no later than 12:00 p.m. CST on March 9, 2021.
