Description
THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The United Stated Army Medical Research Acquisition Activity (USAMRAA) intends to negotiate on a sole source basis, IAW Simplified Procedures for Certain Commercial Items, 41 U.S.C. 1901 as implemented by FAR Subpart 13.5, with JL Shepherd and Associates, 1010 Arroyo Ave, San Fernando, CA, 91340-1822, as the sole manufacturer and distributor of the Model 109-68 and the only source that can provide, transport and install the Co-60 source that is needed for operation of the Model 109-68 irradiator and remove, transport and dispose of the existing Co-60 source.� This acquisition is being conducted under FAR Part 12 Acquisition of Commercial Items. Provisions and clauses in effect through Federal Acquisition Circular 2021-03 are incorporated. The United States Army Medical Research Institute of Infectious Diseases (USAMRIID), intends to procure a firm-fixed-price purchase order (PO) firm-fixed-price (FFP) contract to remove and replace the current radiation source of the Model 109-68 irradiator currently in use at the USAMRIID. USAMRIID has a requirement to purchase and replace the current radiation source of the Model 109-68 irradiator currently in use at the USAMRIID. The current radiation source of the irradiator, the Cobalt 60 (Co-60), has reached more than half of its life. The new Co-60 source, which will be approximately 24,000 Curies total, will need to be loaded into the on-site Irradiator and the old Co-60 source will need to be removed from the site and transferred from USAMRIID�s Nuclear Regulatory Commission (NRC) license to the manufacturers� license.� The proposed acquisition is required to be competed as a sole source because JL Shepherd and Associates is sole manufacturer and distributor of the Model 109-68 and the only source that can provide, transport and install the Co-60 source that is needed for operation of the Model 109-68 irradiator and remove, transport and dispose of the existing Co-60 source. No third parties are authorized to sell or distribute the Model 109-68 irradiator or provide maintenance services or replacement parts. The intended procurement will be classified under North American Industry Classification System (NAICS) 334517 with a Small Business Size Standard of 1000 employees. This notice of intent is not a request for competitive proposals and no solicitation document will be posted for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
