NOTICE OF INTENT FOR SOLE SOURCE PROCUREMENT OF HMMWV EGRESS ASSISTANCE TRAINER (HEAT) TRAINING SYSTEM INTENT OF THE NOTICE:� In support of the Program Executive Office for Simulation, Training, and Instrumentation (PEO STRI) International Program Office (IPO), the Army Contracting Command Orlando (ACC-ORL) intends to issue a contract to Precision Products Incorporated on a sole source basis as the only responsible source that can provide the HMMWV Training System. ESTIMATED DOLLAR VALUE:� The total contract value for this effort is estimated at $364K. INTENDED CONTRACTOR:� Precision Products Incorporated, 1701 Industrial Drive, Greenwood, IN 46143. Precision Products Incorporated is the Original Equipment Manufacturer (OEM) and maintains the existing Technical Data Package as proprietary.� PROGRAM DESCRIPTION:� The Government requires one High Mobility Multi-Purpose Wheeled Vehicle (HMMWV) Egress Assistance Trainer with 1165 Hard Top HMMWV Cab, AM General HMMWV with simulated armor (A Kit), enhanced simulated B3 armor WR (B Kit), and standard threat doors w/combat locks, and Remote Video Camera for Cab Surveillance. �(1) �HMMWV EGRESS ASSISTANCE TRAINER:� The HEAT must include the following characteristics and operational capabilities: Weather resistant HEAT assembly for indoor or outdoor operation. Heavy-duty welded construction framework. Line bored and balanced rotating cab module. Pull-out egress platform & stairs allow for easy transporting and set-up. Safety railing on outside of platforms. Ability to operate from a non-fixed site w/relocation capability. Able to operate on 220V, three phase, 30 amps, electrical with 25� power cord NEMA/EEMAC Type 12 & 13 enclosures. Safety keyed interlock control. Neutral / Activated operational strobes. Operation control, for operator selected rollover scenarios� 20� remote pendant (NEMA 4X). Safety interlocks and micro-switches on all doors (NEMA 12 & 13). 7hp Hydraulic power unit w/11 gallon reservoir. Hydraulic filter w/bypass indicator. 3-Position directional control valve. Temperature / Pressure compensated flow control. Fail-safe brakes. Counterbalance hydraulic valves. Planetary torque hub (100,000 lb.-in). Precision heavy-duty (73,000 lb. dynamic) spindle bearings. 360-Degree multi-directional positioning with variable rotation. Rotational angle indicator. Positive stop axis positioning. Fail-safe emergency stop switches (3). Static lap/harness (FMV Safety Standard 209302). Gunner port and turret safety guards/shields (No gun cradle or pintal required) Schroth or BMI gunner�s restraint w/ 3-point cradle. Side-egress port. Service and operation manuals. Include a Sand and dust prevention desert protection kit. Hydraulic fluid heat exchanger (high temperature environment). Device painted Desert Tan. (2) New Equipment Training (NET): NET will involve one (1) training course conducted in one (1) day for up to six (6) personnel. (3)� Contractor Logistics Support (CLS): CLS will consist of a single post-fielding service inspection conducted by a fully qualified Contractor HEAT Field Service Representative (FSR) traveling to and from Kosovo for a one-day servicing and inspection of the device.� This post-fielding service inspection is to be performed one time within a twelve month CLS period after NET completion.� �� PERIOD OF PERFORMANCE:� The Period of Performance (POP) for this effort is approximately 24 months, inclusive of the 12 month CLS period.� � ACQUISITION APPROACH:� The determination to issue this notice of intent to sole source is based on market research that was conducted between August � October 2020.� This market research revealed that Precision Products Incorporated is the only company capable of successfully delivering the required capability, in the required timeframe, and within the Government�s budget. This requirement will result in a Firm Fixed Price (FFP) Foreign Military Sales (FMS) sole-source contract to the OEM, Precision Products Incorporated.� This action will be awarded in accordance with 10 U.S.C. 2304(c) (1), as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. NAICS/PSC:� The applicable North American Industry Classification System (NAICS) code for this requirement is 336992, �Military Armored Vehicle, Tank, and Tank Component Manufacturing�.� The Product Service Code (PSC) is 6920, �Armament Training Devices�. RESPONSES: The proposed contracting action is for training systems, components, and technical support for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1.� Interested firms may identify their interest and capability to meet the requirement and submit their response to Contract Specialist, Mr. Roberto C.
