Description
U.S. GOVERNMENT The U.S. Government currently occupies 88,873 ABOA / 96,278 rentable square feet of office and related space in a building under a lease that will be expiring in Birmingham, Alabama. General Services Administration (GSA) is seeking locations to meet the requirements identified below. Please note that, for this procurement, the Government is implementing a change to its standard price evaluation process. Evaluation of offered prices will be based on the net present value of the total rental payments, including options, as well as applicable relocation and replication costs, in lieu of converting such into a rate per ABOA SF. This methodology will be outlined in more detail in the Request for Lease Proposals (RLP). Locations must meet the following criteria in order to be considered: State: Alabama City: Birmingham Delineated Area: North: 11th and 12th Avenue North East: RR Tracks, 32nd St. N., and US Highway 280/31 South: 10th, 11th, 12th Ave South West: I-65 to and 8th St. S.� (see Delineated Area Map attached) Minimum Sq. Ft. (ABOA): 73,967 Maximum Sq. Ft. (ABOA): 88,873 Space Type: Office Parking Spaces (Total): 329 Parking Spaces (Surface):199 Parking Spaces (Structured):130 Parking Spaces (Reserved): 329 Full Term: 20 Firm Term: 20 Option Term: N/A Additional Requirements: The Government must be the sole tenant of the offered building. Building site shall be configured to provide two (2) means of access/egress from the site through two (2) separate main thoroughfares at each site entrance. Minimum setbacks of 50 to 100 feet subject to Government review of individual building/site features. Required parking to be on-site or within one (1) block of the building entrance. The campus and all on-site parking shall afford 24/7 access, including holidays. The design of the space offered shall be conducive to efficient layout and good utilization. Offered space must meet Government requirements for fire safety, accessibility, seismic, and sustainability standards per the terms of the Lease.� A fully serviced lease is required.� Offered space shall not be in the 100 year floodplain. Delineated Area: To receive consideration, submitted properties must be located within the delineated area which is bounded by the roads listed above. Properties fronting any of the boundary roads are considered within the delineated area. The Delineated Area contains the full Central Business District for Birmingham, AL. A map of the Delineated Area is provided for further clarity. Expressions of Interest Submission Instructions/Requirements: Please provide the following basic information and descriptions pertaining to the building you propose for consideration. All submissions should include the following information: (1) Name of owner; (2) Age of building; (3) Total existing gross square feet, and gross square feet per floor; (4) Site plan depicting the building and parking; (5) Floor plan and gross square footage of proposed space; (6) Identification of on-site parking; (7) Address or described location of building; (8) Location on map demonstrating the building lies within the delineated area; (9) A narrative and map describing proximity of the building to the nearest bus and/or train stop, and major transportation routes; (10) Evidence of ownership, if building submitted by owner. Non-Owners (e.g. brokers) must provide evidence of authority granted by property owner to submit the property; (11) Any information related to title issues, easements, or restrictions on the use of the building; and (12) Provide expected rental rate per rentable square foot. Expressions of Interest: Interested offerors (owners, brokers, or their legal representatives) shall submit specific information concerning their properties via email to the GSA�s broker Public Properties no later than 5:00 pm Eastern Time on March 24, 2021; additionally, questions can be sent via email or phone.
