- The Naval Air Warfare Center � Aircraft Division, Lakehurst (NAWCAD LKE) intends to solicit, negotiate, and award a firm-fixed price Contract on a Limited-Competitive basis between between approved vendors for the procurement of Steam Head Screw, Cap P/N 525455-1 and Frame Screw, Cap P/N 525455-2 in support of Low Loss Launch Valve (LLLV) build and overhaul requirements over the next several years. The cap screws are a designated Aircraft Launch and Recovery (ALRE) Critical Safety Item (CSI). All contractors seeking award must have prior approval from the Engineering Support Activity (ESA) at NAVAIR Lakehurst in accordance with SECNAVINST 4140(E)(2)(a). The three approved companies listed on TDR 20-17025 are SPS Technologies (CAGE 56878), Stanfordville Machine & Manufacturing Company (CAGE 5T963), and Doubleco Incorporated (CAGE 1UKP3). GENERAL INFORMATION: There is no commitment by the Government to issue a solicitation, make an award or awards, or be responsible for any money expended by interested parties before award of a contract for the effort described above. Information provided herein is subject to change and in no way binds the Government to solicit or award a contract. IMPORTANT INFORMATION: Registration in the Department of Defense DoD System for Award Management (SAM) database will be a prerequisite for receiving an award. For more information on the SAM, refer to the SAM website at https://www.sam.gov/portal/public/SAM. Any questions about this announcement shall be submitted to Paras Patel at paras.patel@navy.mil. Note all questions and answers specific to this solicitation. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. No solicitation for this procurement will be released. However, the Government will consider all responses received within fi?een days a?er the date of publication of this synopsis. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation will be available for this procurement. RELEASE OF TECHNICAL DATA PACKAGE INFORMATION: The drawing package associated with the solicitation, will NOT be posted with the RFP and must be obtained through this office. This program includes information that has been designated as export controlled and is only releasable to current and approved Department of Defense (DoD) contractors. In addition, the program requires a procurement effort in certain critical technologies/data that are not releasable to foreign firms. Some documents are under Federal export control for ""sensitive"" or ""controlled"" technologies regulated by the U.S. Department of State International Traffic in Arms Regulations (ITAR) protecting national security. Data may not be exported without an approval, authorization, or license under E.O. 12470 or the Arms Export Control Act. Disclosure of the control drawings requires the verification of a current license for the oral, visual or documentary disclosure of technical data by U.S. persons to foreign persons as defined under the U.S. Department website: http://pmdtc.org/licenses.htm.
