- THIS IS NOT A SOLICITATION.� This notice is being completed to meet the requirement for Federal Acquisition Regulation (FAR) 5.101(a)(1). The 47th Contracting Flight at Laughlin Air Force Base (AFB) located in Del Rio TX, will be issuing a Purchase Order (PO) within approximately 30 days or sooner�for the removal and disposal of five (5) Runway Supervisory Units (RSU) window shades; three (3) located at Laughlin AFB, TX and two (2) located on its auxiliary field in Spofford, TX, and for the installation of tint where said RSU shades are to be removed. The estimated magnitude of this project is $10,000 - $30,000.� The RSUs are of similar size with a window area of approximately 450 square feet per RSU. The approximate combined total required window area requiring stripping and re-tinting is 1,075 square feet. Exact specifications of the windows will be in accordance with diagram to be provided during oral solicitation. The contractor is to verify exact measurements once contract is awarded. Specifications for the window tint to be installed are as follows: 1. Visible Light Transmission: Tint shall transmit no more than 4 percent of the visible solar energy (from 380 to 780 nanometers) when measured by Association of Industrial Metalizers, Coaters, and Laminators (AIMCAL) Standard Methods. 2. Ultra-Violet Transmission: Tint shall transmit no more than 2 percent of the ultra-violet solar energy (from 800 to 780 nanometers) when measured by AIMCAL Standard Methods. 3. Total Solar Energy Rejected: Tint will reject 60.5 percent of the total solar energy transmitted (from 360 to 2 100 nanometers) when measured by AIMCAL Standard Methods. 4. Solar Absorptions: 61 percent. 5. Shading Coefficient: 0.45. 6. Solar Heat Gain Coefficient: 0.40. The Purchase Order will be awarded within 30�days or sooner; however at this time funds are NOT�currently available, therefore there is a possibility that this won't be awarded until 30 Sep 2021. Purchase is to be made using FAR Part 13, oral solicitation. Interested vendors should submit an email to the POCs to receive further details; submit email no later than 08 March 2021.� Vendor must be registered in SAM as a small business concern in order to be consider for this award. Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this notice�until funds are available. The Government reserves the right to cancel any solicitation resulting from this notice, either before or after the closing date. In the event the Government cancels the resulting solicitation, the Government has no obligation to reimburse an offeror for any costs.
