Description
The United States Coast Guard (USCG), pursuant to the authority of Section 201 of the Multiple-Award Schedule Program 41 U.S.C. 251, intends to limit sources and contract on a sole source basis in the interest of economy and efficiency, in accordance with FAR Subpart 8.405-6(a)(1)(i)(C). Contracting Officers may limit sources in the interest of economy and efficiency if this effort is determined to be a logical follow-on to an original Federal Supply Schedule order that was placed in accordance with the applicable FSS ordering procedures, as supplemented with additional information in this notice. The USCG intends to award on a sole-source basis a Firm Fixed-Price (FFP) Task Order under the GSA Multiple Award Schedule (MAS) � NAICS 541850 [Exhibit Design Services] to: ELY, Inc. 4110 Forestville Road Forestville, MD 20747 For reference, the incumbent Task Order information is below: GSA Contract #: GS-07F-0153Y Task Order #: 70Z02320FGPH03200 Awardee: ELY, Inc. Period of Performance: 05/05/2020 � 05/04/2021 The purpose of this acquisition is to obtain Contractor Support in expert art handling, storage and control of Coast Guard Art Program (COGAP) artwork used in exhibitions, loans and displays to USCG and non-USCG entities. The Contractor shall provide an Expert Art Handler (EAH) whose functions include, but are not limited to: provide his or her own transportation, operate a forklift, pack and arrange art for delivery in the Washington D. C. metro area, pack, prepare, and coordinate artwork for shipment via a third party agent to USCG and non-USCG destinations outside the metro area, accept and store shipments of art at the EAH�s facility, prepare condition reports on all works prior to shipment, must have museum-level expertise to assess the condition of art work, shall do touch ups of frames and ensure art has appropriate hanging hardware prior to packing for shipment, and have close physical proximity to Exhibit Center and CGHQ and ability to handle requests without advance notification. Please see the attached draft Statement of Work (SOW) for additional details on this requirement. The period of performance will be a Base Period of one year (starting on or around May 6, 2021) and four (4) one-year Option Periods. Performance shall occur at the USCG Exhibit Center [7945 Fernham Lane, Forestville, Md., 20747] and at Contractor�s facility. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION IS AVAILABLE. Interested parties may identify their interest and capability to respond to this requirement no later than Wednesday, March 17, 2021. Any response to this notice must show clear and convincing evidence that competition will be advantageous to the Government. Information received will be used solely for the purposes of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed award upon receipt of responses to this notice is solely within the discretion of the Government. No reimbursement for any costs connected with providing capability information will be provided.
