- The US Army Corps of Engineers, Sacramento District intends to negotiate a sole source contract with Pacific States Marine Fisheries Commission for Oversight and Monitoring of Spawning Gravel Placement and Redd Monitoring and Mapping in the Englebright Dam Reach in the Lower Yuba River, Yuba County, California. �A sole source Justification & Approval document is being coordinated and, upon approval, a copy of it will be posted here on beta.SAM.gov to comply with the public display requirements of FAR 6.305. The proposed contract action is to provide oversight and monitoring of spawning gravel placement and to survey, monitor, record and map salmon/steelhead nests (Redds) in the EDR resulting from the placement of the spawning gravels.� The purpose is to guide placement of the gravels to increase the likelihood of use; evaluate and record the successful use of the gravels by anadromous fish; and monitor the gravel as it moves downstream during high flow periods. The gravel placement program places suitable-sized spawning gravel for rehabilitating associated geomorphic processes and aquatic habitat in the Englebright Dam reach of the Lower Yuba River.� It is expected that implementation of a long-term augmentation program will serve to improve the overall ecological functionality of the channel by providing gravel and cobble suitable for anadromous salmonid adult spawning, embryo development to key areas on the lower Yuba River that have been designated as critical habitat for the Central Valley spring-run Chinook salmon and the Central Valley steelhead.� In addition, the gravel placement and monitoring program will observe and record the movement and use of gravel to help guide future placement efforts. At this time, the incumbent contractor Pacific States Marine Fisheries Commission is the only source capable of providing all necessary services. The statutory authority for other than full and open competition is 10 USC 2304 (c) (1), as implemented by FAR 6.302-1(a)(2)(iii), only one responsible source and no other supplies or services will satisfy agency requirements.� Companies who believe they can provide this service must indicate their interest in writing within 15 days of this notification and include a detailed capability statement.� No reimbursement for any cost connected with providing capability information will be provided.� All responsible sources will be considered in evaluating the determination to issue a sole-source contract. �Quotations or proposals received in response to this notice cannot be accepted since this synopsis cannot be considered a request for quote or a request for proposal.� A solicitation will NOT be posted to beta.SAM.gov due to the sole source nature of the requirement. The North American Classification System (NAICS) is 541620 (https://www.naics.com/search/), with the corresponding size standard of $16.5 Million (https://www.sba.gov/document/support--table-size-standards) will be used for determining company size status.
