Description
Description: This is an 8(a) Small Business Sources Sought (SBSS) Notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of qualified 8(a) small businesses under the size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. The anticipated NAICS code for this project is 541990 for which the small business size standard is $16.5M. This 8(a) SBSS notice is for market research and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Government. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. You are asked to read the entirety of this notice and your complete responses will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered an 8(a) small business under the applicable NAICS code should not submit a response to this notice. Based on the responses received, the proposed project may be solicited as a total 8(a) Small Business Set-Aside. Background: The Tobacco Control Research Branch (TCRB) and the Division of Cancer Control & Population Sciences (DCCPS) of the National Cancer Institute (NCI), National Institutes of Health (NIH) seeks general support for its mission to lead and collaborate on research, to disseminate evidence-based findings to prevent, treat, and control tobacco use, and to increase the breadth, depth, and quality of behavioral research in cancer prevention and control. Purpose and Objectives: The purpose of this project is for scientific writing and logistical support services to the Tobacco Control Research Branch, the Tobacco Regulatory Science Program, and the Division of Cancer Control and Population Sciences in the conduct of 1) scientific writing, editorial, and graphic services; 2) project management expertise to support completion of scientific projects; 3) coordination of scientific conferences and meetings; 4) development and production of a tobacco monograph series and other scientific publications; 5) programmatic support for Tobacco Regulatory Science Program tasks; and, 6) programmatic support for behavioral research tasks. Project Requirements: The draft Statement of Work (SOW) pertaining to this requirement, which is subject to revisions, is attached. Information Requested: NOTE: General �brochures� will not be considered. A response should address all of the following information: 1. General Information 8(a) small businesses that believe they have the ability to satisfy all of the Project Requirements as described in the draft Statement of Work, and who meet the stated size standard, are encouraged to submit a capability statement which demonstrates their relevant expertise as described below. �Respondents will not receive individualized feedback. On the first page of the capability statement, clearly state the small business concern�s size status, contact information including name, company/organization, telephone number, e-mail address, and DUNS number. In addition, provide evidence of an active SAM.gov account. 2. Organizational Background Please briefly provide information on your organization including relevant projects, team members� experience, education, and capabilities that would align with the draft Statement of Work. Experience with writing scientific, and consumer documents, supporting dissemination of research, and applying knowledge of public health principles are of significance. Respondents are encouraged to structure their experience and capabilities to corresponding task areas as described in the SOW to aid in reviewing.� The Government will review the capability statement for: staff experience and education/training; prior completed projects of a similar nature, corporate experience and management capabilities, and examples of prior completed Government contracts, dollar value of the contracts, references, and other related information as applicable. Capability statements should not exceed ten (10), single-sided pages (including all attachments, resumes, charts), presented in single-spaced with 11-point font size minimum. Anticipated Period of Performance: The anticipated period of performance for a resultant Indefinite Delivery/Indefinite Quantity (ID/IQ) contract is five years starting July 2022. Only one award is anticipated. Information Submission Instructions: All capability statements sent in response to this 8(a) Small Business Sources Sought notice must be submitted electronically (via e-mail) to Linda Park, Contracting Officer, at� linda.park@nih.gov, in either MS Word, or Adobe Portable Document Format (PDF), by 3:00 pm Eastern Time March 24, 2021. �Please reference Notice Number �HHS-NIH-NCI-SBSS-TCRB-2021� on all correspondence. All information furnished must be in writing.� Questions must be in writing and emailed to the Contracting Officer. Disclaimer and Important Notes: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization�s qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a solicitation may be published in Beta.sam.gov. However, responses to this notice will not be considered adequate responses to a solicitation. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.� Confidentiality: No proprietary, classified, confidential, or sensitive information should be included in your response.�
