- THIS IS A SOURCES SOUGHT SYNOPSIS FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. Under the Clean Water Act (CWA) and the Safe Drinking Water Act (SDWA), States, local communities, public water systems and Indian Tribes have significant responsibilities for the construction of facilities and the implementation of programs necessary to achieve water quality standards and to protect public health. To support this responsibility, the 1987 Amendments to the CWA authorized a Clean Water State Revolving Fund (CWSRF) program and in 1997, Amendments to the SDWA authorized a Drinking Water State Revolving Fund (DWSRF) program. These programs assist States, local communities, public water systems and Indian Tribes in financing the infrastructure necessary to achieve compliance with CWA and SDWA requirements. The SDWA Amendments also establish a strong new emphasis on State action in preventing contamination of source waters and for water systems management. The CWA provides support through Water Pollution Control grants to states, interstates and tribes for the prevention, reduction and elimination of pollution in surface and groundwater. In 2014, Congress passed the Water Infrastructure Finance and Innovation Act of 2014 (WIFIA), which established the WIFIA program, a federal credit program administered by EPA for eligible water and wastewater infrastructure projects. Like the CWSRF and DWSRF, the WIFIA program provides loans to eligible entities for infrastructure projects. In some cases, WIFIA loans and SRF loans may co-finance a project. In other cases, the CWSRF and/ DWSRF may borrow from the WIFIA program to finance additional projects in its state. In recent years, Congress passed the American Water Infrastructure Act establishing a Sewer Overflow and Stormwater Reuse Municipal Grants Program managed by the CWSRF program and provided funding for the Clean Watershed (CWNS) Needs Survey. The CWNS is required by statute as an inventory of State publicly owned treatment plants. Recognizing the importance of State and Local action, the United States Environmental Protection Agency (EPA) is committed to working with States and local communities to assist in the prudent selection of technology and management necessary to promote effective water conservation and pollution prevention. The purpose of this announcement is to identify potential small businesses with the capability to perform all or a portion of the requirements defined in the attached draft Performance Work Statement (PWS) and to further determine whether or not all or a portion of the work can be set-aside for potential small businesses sources. The North American Industry Classification System (NAICS) code for this requirement is 541611, Administrative Management and General Management Consulting Services with a size standard of $15 Million. All interested parties are hereby invited to submit a capability statement of no more than fifteen (15) pages, and no smaller than 12 point font. The Government will evaluate each capability statement based on demonstrated qualifications, capabilities, expertise, experience, and past performance in each of the areas included in the paragraph below. Additionally, interested parties should include a discussion of the capability of their accounting system or ability to implement a cost accounting system required of a cost-type contract. Previous experience with cost-type government contracts should be discussed. Interested parties should describe their ability to provide all necessary labor, materials, services, equipment, and facilities in support of the efforts required by the draft PWS. Standard company brochures will not be considered a sufficient response to this Sources Sought Synopsis. Tasks anticipated in this procurement are outlined in the attached Performance Work Statement. The proposed contract will likely be a Indefinite Quantity Indefinite Delivery contract with an ordering period of five (5) years. The current estimated ceiling of the Indefinite Quantity Indefinite Delivery contract is about $21.5 million. It is anticipated that the task orders issued against this Indefinite Quantity Indefinite Delivery contract will be firm fixed price, cost plus fixed fee, and time and material type task orders. The current projected start date of the contract is September 1, 2021. The RFP will appear on the FedBizOpps.gov website at https://www.fbo.gov/ under Solicitation Number 68HERC21R0080. It is the responsibility of the offeror to check FedBizOpps for updates or changes. It is anticipated that the RFP will be available around April 20, 2021. EPA reserves the right to use any and all information submitted by, or obtained from, an interested party in any manner EPA determines is appropriate, including, but not limited to, the creation of a competitive solicitation. An interested party shall avoid including any classified, business confidential, and/or proprietary information in its response. However, if an interested party shall submit such information, the information shall be clearly marked accordingly, and the interested party shall provide sufficient justification as to why such information is business confidential and/or proprietary. EPA shall review said information and safeguard it accordingly. The Government shall not pay for any information that is provided in response to this announcement, nor shall it compensate any respondents for the development of such information. Interested parties should provide their size status for the above referenced NAICS code, (i.e. large, small) and whether or not they are a certified HUBZone, 8(a), women-owned, small disadvantaged and/or disabled veteran owned concern. As a reminder, small businesses are required to perform at least 50 percent of the costs of the contract performance with their own personnel (FAR 52.219-14). The EPA reserves the right to set this action aside for small businesses. Responses to the above should be submitted to Charlie Hartkemeyer, USEPA-OMS-CAD via e-mail to hartkemeyer.charlie@epa.gov no later than March 19, 2021. A separate synopsis will be issued for the Request for Proposal (RFP) resulting from this sources source synopsis.
