- This announcement constitutes a Sources Sought Synopsis (market survey). This is not a request for quote (RFQ) or a request for proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The Government will not pay for any cost incurred in responding to this announcement. Any information submitted by respondents to this Sources Sought synopsis shall be voluntary. This Sources Sought Notice is for Market Research purposes only. The information submitted in response to the Sources Sought Notice will not be utilized to determine vendor standing in any future/potential Request for Quote/Request for Proposal, nor will it be utilized to determine if a vendor is qualified to submit a Request for Quote/Request for Proposal for any future/potential requirement. The notice and the information received shall not be used to determine how well respondents can perform a requirement, which can only be evaluated in response to a solicitation. Vendors will not receive formal notification or feedback on any information submitted in this Sources Sought request. All future/proposed submissions/solicitations requirements solicited on a Government Point of Entry will be evaluated independent of any information submitted in response to this Sources Sought Notice. No vendor will be provided information on solicitations issued on a Government Point of Entry based on this Sources Sought request. This Sources Sought Notice is relative to the NAICS code 611699. The Small Business size standard for this NAICS code is $12,000,000. Large and Small Businesses are invited to answer this market survey to determine market capabilities. Hurlburt Field, FL, is conducting market research to determine the existence of potential sources to provide an advanced, multi-discipline tactical ground full mission profile course with an intense immersion program of instruction. The course shall be structured to provide additional attention to junior personnel, who may need further instruction to overcome basic challenges allowing for successful integration alongside more experienced peers. This course will encompass proven tactics, techniques, and procedures that promote mission success and survivability under stress induced tactical situations. This outsourced training will include every aspect of full mission profile military operations in urban environments. The potential requirement will consist of the contractor providing all of the following qualifications/requirements for the below listed services: Instructor Requirements All instructors shall have served a minimum of 5 years in a JSOC organization during GWOT as an operator.� Special Tactics operational Tactics, Techniques, and Procedures (TTPs) are dynamic in nature, and training must continuously evolve and be refined in order to stay current with the battlefield threat level and terrain. This level of experience ensures that the contractor is capable of providing a fluid curriculum which is responsive to emergent requirements. All instructors shall have a minimum of 5-years leading and instructing SOF operators requirements in order to ensure relatable experience examples, terms, and training style.� The instructors shall explain proper procedures verbally, demonstrate physically, and provide hands-on opportunities for each student. CQB instructors shall be able to assess, develop, refine and enhance basic performance levels of mechanical breaching, rifle/pistol marksmanship, and CQB to ensure demonstrated abilities of attending personnel are capable of progressing to the performance base applications of the skills listed in paragraph 1.2.3.1 The instructors must be able to provide necessary documents as credentials ie career brief, job history, orders, or retirement summary. All Instructors proposed for this effort shall be considered Subject Matter Experts (SME). SME's are certain experienced professional and/or technical personnel that are essential for successful accomplishment of the work to be performed in support of this requirement. If any of the proposed personnel become unavailable for performance prior to or during performance of this requirement, the contractor shall promptly notify the contracting officer within 24 hours. The resume(s) of the replacement personnel shall be submitted to the Contracting Officer for review and approval within 48 hours of notification that contracted personnel are unavailable. Notification of approval or disapproval will sent to the contractor within 48 hours after receipt of the resume(s). The Government will list the Key Personnel in the resulting contract through a contract modification. The instructors shall explain proper procedures verbally, demonstrate physically, and provide hands-on opportunities and feedback/progress reports for each student. The course shall not be in the lecture format. A �learn by doing� approach shall be used in conjunction with an advanced learning philosophy, repetition, varying degrees of stressors and all practical learning environments. Role Players: The contractor shall provide at least 10 Role Players (Partner Force) who can speak a foreign language fluently The contractor shall provide at least 10 Opposition Forces Facilities Requirements The awarded contractor�s training complex shall be located within the Continental United States and possess, at a minimum, the below listed specialty ranges, training areas and facilities to fulfill the training and logistical requirements of this PWS: The contractor�s chosen location shall possess restrooms and classrooms on site and must have available lodging options for personnel within 15 miles of the training location. The contractor�s chosen location shall possess a consolidated area for pre-mission gear preparation, gear storage, and mission planning. The contractor�s chosen location shall possess meals on site. Shooting range shall allow use of military automatic firearms with calibers between 5.56 and 7.62. Range must allow for dynamic movements to the front, rear, left and right. Contractor�s range shall possess ability to conduct shooting while dismounting a vehicle while engaging steel targets. The shooting range shall possess barricades with remotely activated steel targets and the ability to maneuver on that range. The shooting range shall utilize steel targets. The contractor�s chosen location shall have available DoD Compliant Arms, Ammunition Storage Rooms, Magazines and Bunkers IAW the DoD 5100.76-M (Physical Security Manual). The contractor shall be able to facilitate course of instruction for a maximum of 36 personnel. Training at private, commercial, State or local facilities that have been specifically developed, established, or operated for the purpose of training, such as that which will occur during the proposed training event. Training location shall be within 100 miles of Nellis AFB to facilitate CAS requirements Training location shall have access to a closed driving course which has at a minimum, 15� of elevation change, 2.5 miles of paved surface, and at least 10 turns Training location shall have elevated terrain within 30 minutes of lodging which is at least 8,000� MSL in elevation to simulate deployed locations Training location shall have a suitable location to conduct collapsed structure and confined space training within 75 miles of lodging Training location shall have access to a TOC complete with communication equipment Training location shall have access to at least 1,000 acres of terrain which facilitates long range patrols Training location shall have multiple structures which facilitates CQC/MOUT training Training location shall have access to a combat surgical facility (or equivalent) to facilitate advanced medical procedures and equipped simulated mannequin training. Training location shall have access to at least 1 MOA within 100 miles of Nellis, AFB to facilitate CAS integrated scenarios. Contractor shall have COVID-19 preventative measures in place Contractor Materials Requirement The contractor shall provide: All target materials to include paper re-faces, specialty target arrays/systems, barriers/blockades to move around and inside. The contractor shall provide all weapons, ammunition, supplies and materials to be used by instructors and OPFOR during training. Replacement doors, hardware, and any associated materials for shoot house re-configuration cycles Contractor shall provide all vetted role players to perform scripted support to exercises and scenarios during the tactics oriented blocks of instruction. The contractor shall provide high fidelity mannequins with at least one (1) qualified instructor NOTE: Please submit electronic response indicating capability to supply the aforementioned item(s) via line card or published description (no more than 10 pages) as well as POC (name, telephone # and email address) along with contractor's CAGE, DUNS, and the physical location of your facility to the individuals listed within this notice. All work shall be performed at the contractor's facility. This request may not directly lead to a Request for Quotation/Proposal. Deadline for submission is 1200. CST, 15 March 2021.
