Description
The Army Contracting Command - Rock Island (ACC-RI), on behalf of the Office of the Project Manager-Combat Ammunition Systems (PM-CAS) is conducting market research to identify potential sources to manufacture the following Mortar Tail Fins: 60mm M27, NSN: 1310-01-050-8894, Part Number: 11751196 81mm M24, NSN: 1315-01-050-8881, Part Number: 11726889 81mm M28, NSN: 1315-01-271-8061, Part Number: 9327831 81mm M29, NSN: 1315-01-311-5415, Part Number: 9281586 The Government contemplates award of up to two five (5) year Firm Fixed Price (FFP) contracts to obtain current information on the capability of businesses to produce and deliver 60mm M27, 81mm M24, 81mm M28 and 81mm M29 Mortar Tail Fins for a 5 year contract, estimated to support FY23-27 requirements.� The item description for each Mortar Tail Fin is below: The M27 Mortar Fin supports the 60mm family of mortar items.� It is a single piece design approximately 5.4 inches long and 2.4 inches in diameter at the blades, machined from an extrusion of 6070-T6 or 2014-T6511 aluminum.� Each fin blade is precisely canted at 5 degrees and the center of the fin is hollow to allow insertion of an ignition cartridge.� Gas and flame are vented from the ignition cartridge through flash holes drilled in the boom section of the fin. The M24, M28, and M29 Mortar Fins support the 81mm family of mortar items.� The M24, M28, and M29 Mortar Fins are comprised of a two piece design (Fin and housing).� The M24 Mortar Fin is approximately 7.4 inches long and 3.2 inches in diameter at the blades.� The blades are canted at 5 degrees, 17 minutes. The M24 fin component is machined from an Aluminum extrusion as per ASTM-B221 and the housing component is machined from an extrusion of 7075-T6 Aluminum.� The M28 Mortar Fin is approximately 8.5 inches long and 3.2 inches in diameter at the blades.� The blades are precisely canted at 4 degrees, 46 minutes. The M28 fin component is machined from an extrusion of 2014-T4 aluminum and the housing component is machined from an extrusion of 7075-T76 aluminum.� The M29 Mortar Fin is approximately 8.5 inches long and 3.2 inches in diameter at the blades.� The blades are canted at 6 degrees, 55 minutes.� The M29 fin component is machined from an extrusion of 2014-T6 Aluminum and the housing component is machined from an extrusion of 7075-T76 Aluminum.� The centers of the M24, M28, and M29 fins are hollow to allow insertion of an ignition cartridge.� Gas and flame are vented from the ignition cartridge through flash holes drilled in the boom section of the fin. The M24, M28, and M29 Fins are anodized (Finish 7.2.1 of MIL-STD-171). To be considered a capable source for this effort, interested contractors must show adequate technical and manufacturing capability to be able to produce each the Mortar Tail Fins at the rates below: 60mm Mortar Fins: M27, NSN: 1310-01-050-8894, Part Number: 11751196 - 30,000 units per month 81mm Mortar Fins: M24, NSN: 1315-01-050-8881, Part Number: 11726889 - 20,000 units per month M28, NSN: 1315-01-271-8061, Part Number: 9327831 - 20,000 units per month M29, NSN: 1315-01-311-5415, Part Number: 9281586 � 5,000 units per month � A response to this survey should show adequate technical and manufacturing capability and the satisfactory past performance in the metal parts forming industry. If a respondent does not have adequate resources (technical, manufacturing, personnel, etc.) available, the respondent must be able to demonstrate its ability to obtain those resources within the timeframe required to meet first article. In addition, to the manufacturing capability for the rates above, respondents should provide the following information for the evaluation to enable the U.S. Government to develop acquisition plans and to meet requirements. Name of Company, Address and Contact Information Company size (please specify as either a Large Business, Foreign-Owned Business, Small Business, Small Disadvantaged Business, 8(a) Concern, Woman-Owned Small Business, Historically Underutilized Business Zone concern, Veteran-Owned Small Business, or Service-Disabled Small Business). CAGE code, if available. Manufacturing experience directly related to the 60mm M27, 81mm M24, and 81mm M27 Mortar Tail Fins or similar items. A brief summary of the company�s capabilities, to include a description of production/test facilities, equipment, technical skills/abilities and personnel experience as it relates to the manufacture of 60mm M27, 81mm M24, and 81mm M27 Mortar Tail Fins. Identify and include a brief summary of any potential subcontractors' capabilities and identify key components or processes that would be subcontracted. Estimated minimum and maximum monthly production capacities and the minimum procurement quantity required for economical production. Description of the existing production Quality Assurance System. Any other additional information that may be useful to the Government if it chooses to go forward with a request for proposal (RFP). NOTE: The U.S. Government will not consider marketing brochures adequate information in response to this notice and reserves the right to reject, in whole or in part, any private sector input as a result of the Market Research notice. All information provided will not be returned and will be held as contractor confidential information. The Mortar Tail Fins shall be manufactured to a U.S. owned Technical Data Package (TDP). TDP�s are Marked Distribution Statement D: Distribution authorized to the Department of Defense and U.S. DoD and U.S. DoD Contractors Only. These documents contain technical data whose export is restricted by the Arms Export Control Act, (Title 22, U.S.C., SEC 2751 ET SEQ.) or the Export Administration Act of 1979, as amended Title 50, U.S.C., APP 2240, ET SEQ. Violations of these export laws are subject to severe criminal penalties. Disseminate in accordance with provisions of DOD Directive 5230.25. A TDP will be made available to interested parties for this announcement.� An interested source must have an approved DD form 2345, Military Critical Technical Data Agreement, on file with the Joint Certification Program (JCP) in order to be granted access to the Technical Information. Restricted technical data will not be available to an interested source who has not been certified.
