- Description
- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is HHS-NIH-NIDA-CSS-21-002908 and the solicitation is issued as a request for quotation (RFQ). This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13�Simplified Acquisition Procedures; FAR Subpart 13.5�Simplified Procedures for Certain Commercial Items; and FAR Part 12�Acquisition of Commercial Items and is expected to exceed the simplified acquisition threshold. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2021-03, with an effective date February 16, 2021. (iv) The associated NAICS code is 621511 and the small business size standard is $35.0 million.� This requirement has no set-aside restrictions. (v) This requirement is for the following services: Independently and not as an agent of the Government, the Contractor shall furnish all the necessary services, qualified personnel, material, equipment, and facilities, not otherwise provided by the Government as needed to perform the�Statement of Work below: (vi) SPECIFIC REQUIREMENTS: Perform methylation analyses of 5000 samples from 2500 individuals with 2 timepoints, of DNA samples, who were examined in AGES 1 and 2. Plate out DNA to account for batch effects on the 2 time point within individual comparisons. Identify a Lab that uses a methylation platform [Illumina Infinium MethylationEPIC BeadChip array] consistent with data from other large studies so that the results from AGES is suitable for pooled analyses. Provide a sample tracking sheet to be sent to the Laboratory that performs the methylation assays. The methylation platform should be consistent with data from other large studies so that the results from AGES is suitable for pooled analyses. Obtain data in electronic form that includes methylation (CPG) sites and are quality controlled and normalized to a given standard. Process and conduct analyses to demonstrate the integrity of the data and to investigate associations of methylation patterns to cross-sectional and longitudinal change in brain pathology. Send a report to NIA Program Officer. LEVEL OF EFFORT: Staff sufficient to organize shipment of 5,000 DNA samples to the Laboratory; to receive the completed and normalized data; and to process the data for integrity checks and associations with brain pathology. One analyst, 12 months on project. GOVERNMENT RESPONSIBILITIES: Provide adequate funding to support efforts to obtain valid processed methylation data. DELIVERY OR DELIVERABLES: MS Excel files with AGES-RS ID and DNA methylation values for 5,000 DNA samples. A report on the analysis results including quality of the data will be delivered electronically within 12 weeks of receipt of the samples. Specific files should include: Raw data files, containing the intensity iDAT files Normalized data Sample tracking sheet QC report files in xml format, with appendix file in txt format REPORTING REQUIREMENTS: The final report should include quality measure of each methylation value, overall non-detection rate, coefficient of variation of the measures, batch effects, any data needed for future standardization and pooling with other data, normalization procedures, etc. DATA RIGHTS: The National Institutes on Aging shall have unlimited rights to and ownership of all deliverables provided under this contract including reports, recommendations, briefings, work plans and all other deliverables. This includes the deliverables provided under the basic contract and any optional task deliverables exercised by the contracting officer. In addition, it includes any additional deliverables required by contract change. The definition of �unlimited rights� is contained in Federal Acquisition Regulation (FAR) 27.401, �Definitions.� FAR clause 52.227-14, �Rights in Data-General,� is hereby incorporated by reference and made a part of this contract/order. SECTION 508-ELECTRONIC AND INFORMATION TECHNOLOGY STANDARDS: The contractor shall comply with Section 508 of the Rehabilitation Act (29 U.S.C. � 794d), as amended by the Workforce Investment Act of 1998 (P.L. 105-220), August 7, 1998. CONFIDENTIALITY OF INFORMATION: Data will be deidentified. (vii) The Government anticipates award of a firm fixed-price purchase order for this acquisition. (xiv) Responses to this solicitation must include clear and convincing evidence of the offeror�s capability of fulfilling the requirement as it relates to the technical evaluation criteria. The price proposal must include the labor categories, an estimate of the number of hours required for each labor category, fully loaded fixed hourly rate for each labor category, breakdown and rationale for other direct costs or materials, and the total amount. The Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response.
