- This is notice of the government's intent to award a Sole Source, fixed price contract pursuant to the authority of 41 U.S.C. 1901, under FAR Part 13 Simplified Acquisition Procedures (SAP), specifically FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items, to Koenig and Bauer (DUNS 480950179, formerly KBA-NotaSys SA) , Avenue du Grey 55, CH-1018 Lausanne. Switzerland. The contract period of performance will be for a 12-month base period and four (4) 12-month option periods. �The contract will also include FAR 52.217-8 �Option to extend services� that will provide up to 6 additional months of support.� The services will be performed at the Bureau of Engraving and Printing�s (BEP) Western Currency Facility (WCF) at 9000 Blue Mound Road, Fort Worth TX 76131 and the Eastern Currency Facility (ECF) at 14th and C Streets, SW, Washington DC 20228 The Government requires a Contractor to provide Flowsys software support services for its Koenig & Bauer Offset, Plate Printing, LEPE presses and additional presses being delivered during this contract duration for the DC and Fort Worth Facilities to include: � on-call 24x7 operations and maintenance support needs � technical maintenance infrastructure support and � programming support for quality assurance projects requiring Koenig & Bauer skillsets The Bureau of Engraving and Printing (BEP) manufactures US Currency Bank Notes. Part of the manufacturing process requires use of a software package called Flowsys, which controls�personnel log-in, configuration settings, and data collection processes for the currency presses.��The Flowsys software was developed by Real Time Solutions of America, Inc (RTS) in conjunction with the press manufacturer, Koenig & Bauer. In order to keep the Flowsys software operational, BEP requires a contractor to provide�operations and maintenance, technical, and programming support services. Performance of�these services require a highly specialized skillset including knowledge of proprietary information relating to the presses and proprietary information relating to the coding of the Flowsys software. This proprietary information is only available to KBA and RTS. KBA contracts directly with the government for this support and utilizes RTS as a subcontractor. No other vendors are capable of performing the services. Therefore, any necessary ongoing Flowsys support or modifications must be contracted for�directly with Koenig & Bauer. This notice of intent is not a request for competitive quotes; however, interested parties may identify their interests and capability to respond to this requirement by 5:00pm EST on March 12, 2021, to Paul Garner via email at Paul.V.Garner@irs.gov. Responses must demonstrate the interested party's capability to perform all the services for this requirement. Information received from this notice will be used solely to determine whether competitive procedures will be used. This notice does not constitute a commitment by the government to pay preparation costs, submission costs, or any other costs incurred in response to this notice.
