- Description
- The U.S. Army Corps of Engineers intends to award a sole source fixed-price contract to Consortium of Universities for the Advancement of Hydrologic Science, Inc. (CUAHSI) to develop a data management platform for the basin, called BuPuSa HydroShare. HydroShare is the creation of CUAHSI and has been successfully used in the US Government�s Lower Mekong Initiative (https://www.mekongwater.org).The contractor shall have extensive expertise with HydroShare coding and applications, as well as working with governments, non-governmental organizations and universities. Contractor performance requirements include: The contractor shall consult with various stakeholders and other relevant parties in and around the BuPuSa tri-basin management area with interest in the data and information platform. These consultations will likely be virtual. The contractor shall, based on this feedback, create, or �build�, the �HydroShare BuPuSa� system for the tri-basin management area, similar to the original HydroShare or Mekong Water platforms. The contractor shall set it up initially on a physical or cloud server controlled by CUAHSI. The contractor shall create web-based tutorials, similar to ones that were created for the Mekong Water Data Platform (data.mekongwater.org). The contractor shall run a virtual workshop with the involved parties based on these and other materials. The contractor shall work with national agencies and others in and around the BuPuSa tri-basin management area to populate the system with data and information. The proposed period of performance will be 7�months from date of award. Any firm that believes it can meet this requirement may give written notification to the Contracting Officer within fifteen (15) days of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. If no responses are received by 19�March 2021 at 5:00 p.m. EST, the U.S. Army Corps of Engineers will proceed with awarding a fixed price contract�to CUAHSI.
