Submitting classified material via DoD SAFE is not authorized.� ****************************�� End of Feb 16, 2021�� Clarifications ******************** PEO Aviation Request for Information on Mission Systems Integrator (MSI) Opportunities Classification Product Service Code: 15 - AEROSPACE CRAFT AND STRUCTURAL COMPONENTS NAICS Codes: 336411 � Aircraft Manufacturing; 336413 � Other Aircraft Parts and Auxiliary Equipment Manufacturing; 334511 � Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing; 334290 � Other Communications Equipment Manufacturing; 541511 Customer Computer Programming Services Place of Performance: Army Contracting Command - Redstone 5303 Martin Road Sparkman Center, Redstone Arsenal, AL 35898, USA Description Title: PEO Aviation Request for Information (RFI) on Mission Systems Integrator (MSI) Opportunities Definitions: The following definitions are specific to this RFI: 1st Party: United States Government (PEO Aviation and Supporting Project Offices) 2nd Party: Original Equipment Manufacturers (OEM) 3rd Party: Independent MSI (see definition in Description section below) 4th Party: Any company (traditional defense or non-traditional), DoD agency, Academia, or other organization that develops content for integration by a MSI Description: PEO Aviation is interested in the use of MSIs to leverage Government-procured technical data packages (TDP), Government-developed capabilities, and industry-developed systems as we migrate to an enterprise Modular Open System Approach (MOSA) solution space. Responses to this RFI should be targeted to meet the following PEO Aviation MOSA objectives: improved affordability, increased readiness, enhanced capabilities, reduced schedule pressure, and reduced supply chain risk. PEO Aviation seeks to obtain information to assess options for implementation of a MSI, independent of Aircraft OEMs.� For purposes of this RFI, MSI is defined as: A provider of a MOSA architecture that incorporates Government requirements for open standards, interfaces, software code, appropriate Intellectual Property / Data Rights, maximizes competition to include 4th party content, and does not require provider involvement for long-term sustainment and/or future upgrades. An interface to the Aircraft OEM to ensure the mission systems architecture is fully integrated with the overall aircraft architecture, complies with air vehicle constraints such as space/weight/power, and complies with the platform-specific schedule and affordability constraints. RFI Response Instructions RFI questions can be found in the appendices linked to this RFI posting. There are currently two appendices (Appendix A and Appendix B), though subsequent appendices may be added later. Responders may also respond to any other appendices that might be added to this announcement later. Therefore, responders should check beta.sam.gov for future updates to this posting. Suspense dates and response email addresses are included in each appendix. Appendix A contains questions aimed at understanding options for implementing a MSI for all platforms within PEO Aviation, covering new start and enduring platforms. Appendix B contains questions specific to Future Vertical Lift (FVL) platforms, specifically Future Attack Reconnaissance Aircraft (FARA) and Future Long Range Assault Aircraft (FLRAA). Responders may respond to Appendix A only, Appendix B only, or both. Responders should answer all questions in each appendix. When answering questions, responders can use their own format unless a specific format is requested. Instructions for Submission This RFI, issued in accordance with FAR 15.201(e), is for the purpose of preliminary planning and is not a Request for Proposal (RFP) or solicitation.� This RFI does not commit the Government to a contract or an agreement for any supply or service. The issuance of this RFI does not obligate or restrict the Government to an eventual acquisition approach, nor does it obligate the Government to issue a solicitation. Unsolicited proposals or any other kinds of offers will not be considered or accepted by the Government to form a binding contract. The information provided in this RFI is subject to change and is not binding on the Government. Responders are responsible for all expenses associated with responding to this RFI. All interested parties are advised that the Government will not provide any form of compensation or reimbursement for the information provided. No contract or other binding instrument will occur as a result of this RFI. Therefore, all costs associated with the RFI submissions will be solely at the expense of the respondent submitting the information. The Government may request additional information upon review. Proprietary information should be clearly marked. No classified documents will be included in your response.� Please be advised all information submitted in response to the RFI becomes the property of the US Government and will not be returned. All information received in response to this RFI marked ""proprietary"" will be handled accordingly. The Government will utilize non-Government personnel (support contractors) to review responses to this RFI. Markings on the submissions in response to this RFI should reflect the information is releasable to DoD support contractors solely for the purposes stated herein. Responses to this RFI shall not exceed total email file size of 9MB. Responses exceeding this limit will not be received by the Government. Responses shall not exceed 25 single-sided pages per appendix on 8.5 x 11 size paper and shall not include a font size smaller than Arial 10. All responses shall be submitted via email to the email addresses listed below. All information must be readable by Microsoft (MS) Word 2013, MS Excel 2013, or Adobe Acrobat and shall be provided with proper markings (No CLASSIFIED information shall be submitted). RFI Responses should include: Company Name, CAGE Code, DUNS number, Company Address, and Place of Performance Address Point of contact, including: name, title, phone, and email address Size of company, average annual revenue for the past three years, and number of employees Whether the business is classified as a Large Business, Small Business (including Alaska Native Corporations (ANCs) and Indian tribes), Veteran Owned Small Business, Service-Disable Veteran-Owned Small Business, HUBZone Small Business, Small Disadvantaged Business (including ANCs and Indian tribes), or Women-Owned Small Business Suspense dates and response email addresses are included in each appendix.
