Combined Synopsis/Solicitation For 75P00121R00016 Electronic Case Adjudication and Processing Environment (ECAPE) Independent Program Management Support/Staff Augmentation � 1. �This is a combined synopsis/solicitation for commercial items and services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. �This announcement constitutes the only solicitation. The solicitation (75P00121R00016) is being issued as a Request for Proposal.� This notice and the incorporated provisions and clauses are those in effect through the Federal Acquisition Regulations (FAR).� All responsible sources may submit a proposal. 2. �The North American Industry Classification System (NAICS) code is 518210 � Data Processing, Holding, and Related Services.� Offerors must be registered in the System for Award Management (SAM) at https://www.sam.gov/SAM/, in order to be considered for award. 3. �FAR Clauses 52.212-1 through 52.212-5 apply to this procurement. �For the exact text and wording of clauses and provisions please see https://www.acquisition.gov/far/. �The Government contemplates an award of a Single Award IDIQ resulting from this solicitation. 4.� Description of services:� �� In order to deliver excellent service in the face of rapidly growing workloads, the Department of Health and Human Services (HHS), Office of Medicare Hearings and Appeals (OMHA) needs to take advantage of the efficiencies that electronic processing can produce. To accomplish this, OMHA has contracted with a System Integrator for a cloud base software-as-a-service (SaaS) solution that is configurable with functionality that fully supports their business processes and allows them to work efficiently in a fully-electronic environment. The new system is called the Electronic Case Adjudication and Processing Environment (ECAPE). The US Department of Health and Human Services (HHS), Office of Medicare Hearings and Appeals (OMHA) intends to utilize indefinite delivery/indefinite quantity (IDIQ) contract TO support the OMHA ECAPE team in various activities related to the overall support of the program.� This would include independent technical oversight and support in managing an enterprise IT Program separate from the ECAPE System Integrator (SI) development and O&M contract.� This combined synopsis & solicitation notice is a request for competitive proposals.� Therefore, all proposals received prior to the RFp close date will be considered.� 5.� The Government will award a single award IDIQ contract resulting from this RFP to the responsible offeror whose offer represents the best value in terms of technical capability and price.� All non-price factors (i.e., technical capability and past performance) are significantly more important than price. 6. �Offerors must submit representations and certifications in accordance with the provision at FAR 52.212-3 Offeror Representations and Certifications�Commercial Item. 7. �Submit the following documents in response to this RFQ: ���� See Section L and M of the attached solicitation. ��� Offers are due on March 26, 2021 2:30 PM EST. � � All questions/inquiries concerning the solicitation document must be submitted electronically via email to David.Morgan@psc.hhs.gov, no later than March 15, 2021 at 2:30p.m. Eastern Time. The Government's response to the inquiries will be posted on FedBizOpps.� Any resulting additions, deletions or changes to the solicitation will be made by issuance of a formal amendment. Offerors are instructed specifically to contact only the issuing contract office in connection with any aspect of this requirement prior to contract award. � The proposal must be submitted no later than March 26, 2021 at 2:30p.m. Eastern Time. Offerors shall submit their complete proposals electronically to Contract Specialist, David.Morgan@psc.hhs.gov , via email prior to the closing date and time specified. � �
