- 1. This is a combined synopsis/solicitation for commercial services/items prepared in accordance with the format in FAR Subpart 12.6 in conjunction with FAR Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. 1.a. Project Title: Emergency Backup Generator Repair 1.b. Description: VA Greater Los Angeles Healthcare System is seeking a contractor to repair the emergency backup generator at the Sepulveda Ambulatory Care Center. 1.c. Project Location: VA Greater Los Angeles Healthcare System, Sepulveda Ambulatory Care Center at 16111 Plummer St, North Hills 1.d. Solicitation Type - Number: Request for Quotes (RFQ) - 36C26221Q0424. 1.e. Set Aside: This solicitation is NOT set aside. 1.f. Applicable NAICS code: 811310, Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance. 1.g. Small Business Size Standard: $8 Million 1.h. Type of Contract: Firm Fixed Price 1.i. Period of Performance: Base Year with Four (4) Option Years 1.j. Wage Determination applicable to this project: SCA WD 2015-5613 R16 1.k. Key solicitation milestones are: 1.k.1. There will NOT be an organized site survey. 1.k.2. Submit any questions regarding this procurement via email to peter.kim33@va.gov no later than 10am Tuesday, March 9, 2021. No questions will be answered after this date/time unless determined to be in the best interest of the Government as determined by the Contracting Officer. Telephonic questions will not be accepted or returned. RFI responses will be responded to as necessary in amendment format which will be posted on www.fbo.gov. 1.k.3. Submit written offers in accordance with the following instructions, as well as Addendum to FAR 52.212-1, Instruction to Offerors. Oral offers will not be accepted. Complete and submit enclosure 2 via email no later than 10am Wednesday March 17, 2021 to peter.kim33@va.gov. Ensure the following are completed and/or included in the quote packet: a. List of Generator repairs of similar size and scope. f. References g. FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items 2. Statement of Work 2.1. Scope. VA Greater Los Angeles requires a contractor to repair the emergency backup generator at the Sepulveda Ambulatory Care Center. The generator is an EMD 16-645-E4, SN: 73M1-1056. 2.2. Specific Requirements. 2.2.a. Engine oil o Remove and dispose of Lube oil o Clean Oil Pan o Clean filter housing and replace filter elements o Clean oil suction and scavenging screens o Clean oil strainers o Inspect/Clean/Test oil pressure relief valve o Fill with new lube oil 2.2.b. Fuel System o Clean and replace suction strainer element o Replace engine mounted filter elements o Remove and replace fuel pump 2.2.c. Air System o Remove and replace Air filter elements o Clean Air box o Clean Intake filter housing 2.2.d. Cooling System o Remove and dispose of the coolant o Flush cooling system and block to remove acidic coolant o Remove undersized radiator which is leaking o Install cooling tower due to undersize radiator which is leaking and causing engine overheat condition during running. o Remove current mechanical fan and shafting assy. o Replace coupling seals o Refill with appropriate Generator coolant that is applicable with new cooling tower system o Replace Thermostatic Valve o Test/Inspect/Service Immersion Heater o Pressure test system 2.2.e. Power Assembly o Remove/Install 16 power assemblies with Viton head seat rings and new rod bearings. o Remove/Replace connecting rods and bearings o Install new lower liner inserts. o Remove/Replace all valve bridges and related components o Remove and Install 16 injectors and valve bridges o Remove/Replace turbocharger and related components o Remove/Replace governor and related components o Remove/Inspect camshafts and install new camshaft bearings o Inspect flywheel o Replace crankshaft main bearings and thrust bearings o Torque all fasteners to specifications. Check P pipe alignment; verify rod thrust. o Wash down top deck area and oil pans, hand wipe oil pan and ensure cleanliness before oil is installed. o Check camshaft timing, verify flywheel timing pointer, adjust injector and valve timing; adjust fuel racks. o Measure and record cylinder head to piston clearance. 2.2.f. Starting System o Remove/Inspect Starter Motors o Clean and lubricate o Inspect/Replace air valves and pressure gauges as necessary 2.2.g. Electrical System o Replace/Upgrade PLC system and controls in substation due to multiple faults causing false faults and disabling engine without warning or issue o Inspect/Repair/Replace damaged wiring as necessary o Inspect/Repair/Replace operation of DC side components o Inspect/Repair/Replace fuel transfer motor and pumps o Inspect/Repair/Replace turbo pre-lube motor and pump o Inspect/Service main breaker oil system and components o Inspect/Test main breaker for proper operation o Replace all sensors and gauges with new 2.2.h. Generator o Inspect/Service generator bearing o Clean Generator o Inspect/Test/ and clean generator windings and related components o Inspect Generator/Engine alignment 2.2.i. Controls shall be upgraded with a new digital genset control system and static exciter / voltage regulator to the diesel generator. This would consist of performing the following o Replace the obsolete Allen Bradley PLC genset control system in the genset control cabinet. o B. Replace the obsolete Woodward speed control module in the genset control cabinet. o C. Replace the obsolete Allen Bradley PLC switchgear feeder breaker control system. o D. Replace the obsolete Woodward generator load control (DSLC) in the switchgear. o E. Replace the obsolete generator rotating exciter motor with a static non- rotating exciter. o Item A replacement parts would be a digital controller and 10-inch color data display module. o Item B replacement part would be a new electronic speed controller. o Item C replacement part would be a digital controller and utility parallel protection monitor. o Item D replacement part would be a digital load control module. o Item E replacement part would be a static - nonrotating generator exciter / voltage regulator. 2.2.j. Functions Check o Verify Engine Timing o Verify/Check proper operation of engine and generator o Provide load bank for loaded run after scope of work completed for proper run-in o During operations check of all functions and pressures o Inspect and repair any leaks after reassembly o Verify operation of safety shutdown measures and operation of auto-start functions 2.2.k. Contractor Qualifications. o Offerors must be trained to repair EMD Generators o Vendor shall be expert on EMD emergency power generator repair and overhaul of equivalent size emergency generators of 2 MW. o Specialist in generator, ATS overhaul and repairs for at least 10 years. 2.3. Additional Requirements. 2.3.a. Update controls at the ATS and the Generator 2.3.b. Provide generator 2K until generator passes satisfactory operational test 2.3.c. Includes transformer with 4800v output and switch 2.3.d. All parts shall be OEM 2.3.e. Vendor will be responsible for all parts with a core charge to be returned 2.3.f. Vendor responsible for hazardous waste removal from site 2.3.g. Vendor shall provide warranty on labor and components 2.3.g. Vendor will provide a detailed service report of all work completed including all critical reading and measurements and including reports for all shop testing components 2.3.g. Vendor will provide an operational report for the run-in period including the load bank 3. General Requirements 3.1. Performance Monitoring. The Contracting Officer Representative (COR) will monitor contractor performance and certify the work was done in accordance with the SOW. 3.2. Changes. The awarded Contractor is advised that only the Contracting Officer, acting within the scope of the contract has the authority to make changes which affect the contract in terms of quality, quantity, price or delivery. In the event the Contractor effects any such change at the direction of any person other than the Contracting Officer, the change shall be considered to have been made without authority and no adjustment shall be made in the contract price to cover any increase in costs incurred as a result thereof. 3.3. Period of Performance. The period of performance 60 days from contract award. Normal working hours at the sites are 6 am 3:30 pm, excluding National holidays. 3.3.a. National Holidays: New Year s Day January 01 Martin Luther King s Birthday Third Monday in January President s Day Third Monday in February Memorial Day Last Monday in May Independence Day July 04 Labor Day First Monday in September Columbus Day Second Monday in October Veterans Day November 11 Thanksgiving Day Fourth Thursday in November Christmas Day December 25 3.3.b. If the holiday falls on a Sunday, the following Monday will be observed as a National holiday. When a holiday falls on a Saturday, the preceding Friday is observed as a National holiday by U.S. Government Agencies, and any day specifically declared by the President of the United States of America. 3.3.c. Overtime & Holiday Pay: Any overtime and/or holiday pay that may be entitled to the Contractor s employees shall be the sole responsibility of the Contractor and shall not be billed to nor reimbursed by the Government. 3.4. Contractor Personnel 3.4.a. The Contractor shall provide a contract program manager who shall be responsible for the performance of the work. The name of this person shall be designated in writing to the Contracting Officer. The Contractor s Program Manager shall have full authority to act for the Contractor on all contract matters relating to daily operation of this contract. The Contractor shall not employ persons for work on this contract if such employee is identified to the Contractor as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population. 3.4.c. Contract Personnel shall be subject to the same quality assurance standards or exceed current recognized national standards as established by the Joint Commission (JC). 3.5. Badge. Contractor shall obtain a Contractor I.D Badge from the VA Police. All Contractor personnel are required to wear I.D Badge during the entire time on VA facility. The I.D Badge MUST have an identification picture and shall state the name of the individual and the company represented. 3.6. (PPE) to perform the work safely, effectively, and timely. Tools, equipment, and PPE must comply with the requirements of OSHA Standard 29 CFR 1910, Subpart I, and NFPA 70E. Prior to initiating work, Contractor must provide documentation that all instruments, test equipment, tools and PPE have current calibration. Dated calibration labels must be visible on all instruments, test equipment, tools and PPE as appropriate. 3.7. Contractor shall obtain all necessary licenses required to perform this work. Contractor shall take all precautions necessary to protect persons and property from injury or damage during the performance of this contract. Contractor shall be responsible for any injury to himself/herself, his/her employees, or others, as well as for any damage to personal or public property that occurs during the performance of this contract that is caused by him/her or his/her employees fault or negligence. 3.8. Parking. It is the responsibility of Contractor personnel to park only in designated parking areas. Parking information is available from the VA Police. The VA shall not validate or make reimbursement for parking violations of the Contractor s personnel under any circumstances. 3.9. Identification Badges: All Contractor personnel are required to wear identification (I.D.) badges during the entire time they are on the VA Healthcare System grounds. I.D. badges must have an identification picture and shall state the name of the individual and the company represented. 3.10. Smoking is strictly prohibited on the grounds of any VHA facility. Per VHA Directive 1085 dated March 5, 2019, it is VHA policy that all VHA health care facilities, including hospitals, community clinics, administrative offices and Vet Centers, will be smoke-free for patients, visitors, contractors, volunteers, and vendors effective October 1, 2019. There will no longer be designated smoking areas. ADP SECURITY: Protection of Computer Equipment, confidentiality of patient information, and the integrity of computer software/data at all Healthcare Facilities are essential. Software installed on each PC is copyrighted and copy of software for use elsewhere is prohibited. In the event of a possible security violation, the Healthcare Center s ADP Security Committee shall investigate and recommend corrective action to the appropriate agency. 3.11. Insurance Coverage 3.11.a. The Contractor agrees to procure and maintain, while the contract is in effect, Workers Compensation and Employee s Public Liability Insurance in accordance with Federal and State of California laws. The Contractor shall be responsible for all damage to property, which may be done by him, or any employee engaged in the performance of this contract. 3.11.b. The Government shall be held harmless against any or all loss, cost, damage, claim expense or liability whatsoever, because of accident or injury to persons or property of others occurring in the performance of this contract. 3.11.c. Before commencing work under this contract, the Contracting Officer shall require the Contractor to furnish certification from his/her insurance company indicating that the coverage specified by FAR 52.228-5 and per FAR Subpart 28.307-2 has been obtained and that it may not be changed or canceled without guaranteed thirty (30) day notice to the Contracting Officer. 3.11.d. The Contractor shall furnish to the Contracting Officer within fifteen (15) days of award an Official Certification from the insurance company indicating that the coverage has been obtained and that it may not be changed or cancelled without guaranteed thirty (30) day notice to the Contracting Officer. New certifications shall be furnished at least thirty (30) days prior to the expiration date of the current insurance policy. The phrase will endeavor is not acceptable terms to the Government and such coverage carrying that phrase will be rejected and services may not be rendered until proper certificate is issued. 4. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-03 effective February 16, 2021.
