- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and quotes are being requested. The Technology Development Directorate - Aviation (TDD-A) Contracting Office, U.S. Army Contracting Command, intends to award a firm-fixed-price contract. The contract document and incorporated clauses are those in effect through Federal Acquisition Circular 2021-02. The solicitation number is W911W6-21-R-0002 is issued as a request for quotes. The proposed contract action, a commercial item purchase in accordance with FAR Part 13, Simplified Acquisition Procedures, is for six (6) 17.3� and two (2) 10.2� �Rugged Avionics Displays in support of the Rotorcraft In Flight Laboratory (RIFL) flight test programs. The 17.3� displays with the following specifications are required: (1) 17.3� diagonal screen size; (2) 16:9 Aspect ratio; (3) 1920x1080 resolution; (4) Landscape orientation; (5) 800 nits -10%/+30%, within �� from the edge, measured from 5 points; (6) Luminance Variation: Not greater than 20%Measured as: (Lmax Lmin)/(Lmax+Lmin)x100; (7) Contrast ratio 1400:1; (8) Maximum dimensions: 16.5� wide x 10.2� high x 1.6� deep. Connectors not included in depth measurement; (9) Through hole mounting; (10) NVIS B compatible; (11) Analog Resistive touchscreen with USB interface; (12) QTY 16 bezel buttons with USB and RS232 interface located on the front of the bezel; (13) Additional required buttons located on the front of the bezel: (a) Brightness control, (b) On Screen Display, (c) Day/Night mode, (d) ON/OFF � on back of unit; (14) 9-36VDC power; (15) Mil-circular connectors; (16) Black finish: (a) CHEM-FILM PER MIL-DTL-5541, CLASS 1A (ALL SURFACES); (b) PRIMER MIL-PRF-23777, TYPE 1, PAINT PER MIL -PRF-85285D, (c) TYPE 1, COLOR BLACK PER FED-STD-595C (BEZEL ONLY); and (17) Conformal coating on all electronic assemblies. � The 10.2� displays with the following specifications are required: (1) 10.2� diagonal screen size; (2) 16:9 Aspect ratio; (3) 1920x1080 resolution; (4) Portrait orientation; (5) 800 nits -10%/+30%, within �� from the edge, measured from 5 points; (6) Luminance Variation: Not greater than 20%Measured as: (Lmax Lmin)/(Lmax+Lmin)x100; (7) Contrast ratio 1400:1; (8) Maximum dimensions: 6.0� wide x 10.0� high x 1.5� deep. Connectors not included in depth measurement; (9) Through hole mounting; (10) QTY 1 3G-SDI video input via BNC connector; (11) QTY 4 bezel buttons with USB and RS232 interface located on the front of the bezel; (12) Additional required buttons located on the front of the bezel: (a) Brightness control; (b) On Screen Display, (c) Day/Night mode, (d) ON/OFF � on back of unit; (13) 9-36VDC power; (14) Mil-circular connectors; (15) Black finish: (a) CHEM-FILM PER MIL-DTL-5541, CLASS 1A (ALL SURFACES), (b) PRIMER MIL-PRF-23777, TYPE 1, PAINT PER MIL -PRF-85285D, (c) TYPE 1, COLOR BLACK PER FED-STD-595C (BEZEL ONLY); and (16) Conformal coating on all electronic assemblies. Delivery time after receipt of order, shipping charges, pricing for the Item Unique Identification (IUID) marking/label mandated to be affixed to the units if valued at over $5,000, and warranty terms shall be included in the quote. Delivery, Inspection, Acceptance and F.O.B. Point are at Destination, Fort Eustis, VA 23604. Completion date shall be not later than ����four weeks after contract award. Pursuant to FAR 52.212-2, Evaluation--Commercial items, the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers: (1) technical acceptability and (2) low price. The applicable North American Industry Classification Standard (NAICS) code is 334118. The small business size standard is 1,000. The Government will review and consider all quotes received meeting the criteria stated above, within the closing date set forth in this notice. Companies shall reference W911W6-21-R-0002 in all correspondence with the Government. The successful offeror must submit invoices through the Wide Area WorkFlow website http://wawf.eb.mil. All prospective offerors must be actively registered in the System for Award Management (SAM) website www.sam.gov, with their FAR and DFARS Report Representations and Certifications completed prior to award. Quotes are due not later than, 11 March 2021 11:00 a.m. Eastern Standard Time.
