- DESCRIPTION: The National Institutes of Health - NICHD intends to procure the services of a contractor to provide BioInformatics and Institute-Wide License (IWL) for all Simulink /Matlab and Toolboxes used by DIR labs in their basic and applied research, whereby all products are available to the entire NICHD DIR community. The use of these MathWorks products (Matlab and Simulink) has grown each year. NICHD DIR has consolidated most, if not all, previous individual lab purchases of products under one NICHD DIR Master License. This eliminated product loss due to lack of maintenance payments and eliminated multiple maintenance payments by labs. However, the consolidated annual maintenance cost plus the added cost of new products and/or users is now is excess of purchasing the IWL.� Under oneIWL allows unfettered access to the entire suite of Matlab and Simulink products for each member of NICHD DIR with one annual payment. IWL allows the office of NICHD DIR CSSC to manage and distribute all Matlab and Simulink products to the entire NICHD DIR community as needed for their research regardless of whether it�s an individual, concurrent (network) or designated (off network) computer. The entire Matlab and Simulink product line (see attachment) shall be managed as follows: Individual license (portal), Concurrent (network), and Designated. NICHD DIR IWL users will have available all updates and new products for which they are eligible released during the performance year. Product activation reports shall be generated as needed to determine number of users and/or computers. � This proposed procurement is for a service for which the government intends to award to the sole manufacturer of this all-inclusive License, the MathWorks Inc., located at 3 Apple Hill Drive, Natick, MA 01760-2098.�� MathWorks is the only provider of the Institute Wide License (IWL) for all Simulink /Matlab and Toolboxes used by DIR labs in their basic and applied research. ��The government has already solicited and some vendors responded.� However, we intend to post for another 15 days to see if there are other potential vendors for future acquisitions.� In order to comply with the requirements in this Special Notice, the responses should be based on our interpretation of the general requirements provided below.� Interested persons may identify their interest and capability to respond to the requirement or submit quotations. This notice is not a request for competitive quotes. However, all quotes received within the time and date of publication of this ""Special Notice� will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a future competitive procurement. � HOW TO RESPOND: In order to compete for this special notice # HHSNMathWorks030321, interested parties must be registered in the Central Contracting Registration/SAM and submit a price quotation by 8:00 am, ET, March 20th, 2021.
