Description
This is a request for information/sources sought notice in order to identify sources that have the resources and capabilities to provide market research & analysis services for the Veterans Health Administration (VHA), to complete on-site 3-year accreditation inspections of all VHA facilities providing radiation oncology services. Description of Work The Contractor shall provide all resources necessary to continue a comprehensive accreditation process by a national recognized external accrediting body for all VHA Radiation Oncology Programs. The contractor shall provide a thorough third party, impartial peer review and evaluation of patient care. Technical Requirements The off-site and onsite includes reviews of data from the following: Section 1 Staffing: levels, qualifications, oncologists and medical physicist availability; Section IIA Radiation Oncologist(s) Data Collection: history & physical/consultation, treatment sections, patient evaluation, treatment summary and follow-up from 20 cases randomly selected and de-anonymized on electronic submission; Section IIB Medical Physicist(s) Data Collection: charts & physics documentation, simulation, treatment planning, and modalities. Section III Physics Quality Control Program: instrumentations, simulation/treatment machine/quality assurance, treatment planning and general quality assurance; Section IV: Practice s Policy and Procedures; Section V: Practice s Continuous Quality Improvement. Recommendations for findings are based on nationally recognized guidelines. The surveyors shall consist of board certified radiation oncologists and board certified medical physicists, and act as data collectors only; all data from the survey application and the on-site survey are compiled and submitted to the Committee on Radiation Oncology Practice Accreditation which makes the final recommendations regarding accreditation. This committee is composed of board-certified radiation oncologists and medical physicists who undergo special training in order to participate. Interested & Capable Responses NCO 5 is seeking responses from businesses that are interested in this procurement and consider themselves to have the resources and capabilities necessary to provide these services. Please respond with your: 1. Business name, business type, socio-economic status (e.g., Veteran-Owned, Woman-Owned, Disadvantaged Small Business, 8(a), etc.), and person of contact (including telephone number & email address). 2. GSA contract number, if you have one. Note: the GSA contract must include CLINs for SIN 541 4A. 3. Capability statement and summary of relevant experience conducting market research & analysis services for VHA and other healthcare entities. 4. Ballpark cost estimate what VHA could expect to pay your company to perform the work described above. The results of this market research will assist in the development of (1) the requirement, and (2) the acquisition strategy (e.g., small business set-aside, full and open competition, etc.). VA assumes no responsibility for any costs incurred associated with the preparation of responses submitted as a result of this notice.
