Description

NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT The Defense Threat Reduction Agency (DTRA) intends to award a contract on a sole source basis to Northrup Grumman for Arms Control Enterprise System (ACES) and Inspection Planning Module (IPM) Support Services.� The Government contemplates awarding a Cost-Plus Fixed Fee (CPFF) contract. The North American Classification System (NAICS) is 541990.� The statutory authority which permits other than full and open competition for this acquisition is 10 United States Code (USC) 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2), This authority is supported by an approved Justification and Approval. THIS IS NOT A REQUIREMENT FOR COMPETITIVE PROPOSALS. Interested parties have fifteen (15) days from the date of publication of this notice to submit in writing to the identified point of contact clear and convincing evidence of their qualifications and/or capabilities. Such qualifications and/or capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Reponses received after fifteen (15) days, with or without the required information, will be considered non-responsive to this notice and will not be considered. A determination by the Government not to conduct this effort as a full-and-open competitive procurement, based upon responses to this notice, is solely within the Government's discretion. The Government will not reimburse for any expense incurred to respond to this notice. In the absence of qualified sources, a contract will be awarded under the ""Other Than Full and Open Competition"" procedures, pursuant to 10 United States Code (U.S.C.) � 2304(c)(1) or 41 U.S.C. � 253(c)(1), as implemented by the FAR 6.302-1(a)(2), Only One Responsible Source. All inquiries must be submitted in writing to Thomas Finan, Contract Specialist, thomas.a.finan.civ@mail.mil and to Joyce Gamboa, Contracting Officer, joyce.l.gamboa.civ@mail.mil. Responses to this notice must be received by 9:00�AM EST 22 March 2021. Responses must also include your business name, point of contact, address, and telephone number. Telephonic inquiries will not be accepted.
