REQUEST FOR INFORMATION COMBAT NET RADIO NAICS Code: 334220 The U.S Army Program Executive Office, Control & Communications-Tactical (PEO C3T), Project Manager Tactical Radio (PM TR), Product Manager Waveforms (PdM WF) and the Army Contracting Command (ACC) are seeking information from industry to assist with the development and planning of a potential new requirement. The information provided and received in response to this announcement is subject to the conditions set forth in FAR 52.215-3 -- Request for Information or Solicitation for Planning Purposes. THIS IS A REQUEST FOR INFORMATION (RFI) NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS (RFP). �NO SOLICITATION IS AVAILABLE AT THIS TIME. Overview/Purpose/Description of Procurement The ACC is issuing this Request for Information (RFI) on behalf of PEO C3T, PM TR, PdM WF as part of ongoing market research for information regarding the Combat Net Radio (CNR), which will pursue the requirement for assured voice for Command and Control (C2) and limited data specifically for Fires and Air Defense and generally �where data capabilities are limited� in accordance with (IAW) the Abbreviated � Capability Development Document (A-CDD) for Integrated Tactical Network (ITN) Modernization (Mod) (Draft v 0.95, 05/31/19). The purpose of this RFI is for market research on the CNR capability available in Non-Developmental Item (NDI), Commercial off-the-shelf (COTS), Government off-the-shelf, and Modular Open Systems Approach Technologies. CNR solutions under consideration will include Single Purpose/ Single Band and Single Purpose/ Multiband (Software Defined) radio technologies. Submitted technologies can be either radio solutions as a whole, updates/ retrofits, or vendor refurbishing to the RT-1523E/F/G. Mandatory capabilities are represented in a DRAFT CNR Performance Requirements Document (PRD) as Threshold (T) requirements. Additional desired features or capabilities are marked as Objective (O). Additionally, based on previous market surveys, other capabilities/features/functions are also identified as Objective (O). A PRD Compliance Matrix outlines the same requirements in an easy to use spreadsheet format where each potential offeror can indicate with a Y or N if the potential proposed product would meet that requirement at contract award. Comment space for elaboration is provided and use of that is encouraged. The Government has not finalized a formal acquisition strategy. Factors that may be considered include but are not limited to: cost, schedule, performance, form/fit or platform integration, anti-tamper security, Logistics, upgradeability, other waveforms, other features, and environmental tolerances. �Scope of Effort The scope of this effort shall require engineering, software development, hardware development, technical support, lab operations, test and evaluation, system demonstrations, certification, integration, technical documentation, sustainment and supportability documentation, initial training, and program management.� Upon the completion of the engineering phase of this requirement, an initial procurement of hardware may be initiated to evaluate radios/ solutions for fielding to operational units to collect feedback and inform future requirements documents and Basis of Issue (BOI). The Government may procure an initial quantity of production kits for early testing/inventory purposes. The scope of this effort shall also include the delivery of the associated technical documentation and software for the upgrade of the radios.� The CNR solution shall not affect the Form-Fit-Function of the platforms being upgraded. �The radios shall retain the same legacy functionality and capabilities. �The CNR solution shall not cause the need for the update and/or use of new auxiliary devices (cables, antennas, power amplifiers, power supplies, filters etc.). Technical Characteristics To assist interested contractors in their responses to the CNR RFI, please see the instructions identified in this RFI regarding a Draft Performance Requirements Document (PRD) and Compliance Matrix. �Questions or Comments about the PRD or Compliance Matrix items shall be submitted via the attached Question/Comment spreadsheet. The spreadsheet contains tabs marked Proprietary and Non-Proprietary.� Any responses considered Proprietary by the respondent must be included the spreadsheet's Proprietary tab.� Government Answers to Vendors Non-Proprietary questions may be posted to the beta.SAM website.� To receive the Government�s technical data (documentation) desired for responding to this CNR RFI info may be available upon request using the procedures identified in this RFI, and will be available to contractors who sign applicable Non-Disclosure Agreements (NDAs).� The CNR is to provide assured voice both via legacy SINCGARS Frequency Hop 2 with Saville encryption and as a modernized radio running Frequency Hop 3/Cipher Text 2 (FH3/CT2)), and limited data for C2, designed primarily around the SINCGARS RT-1523 radio. Therefore, the new radio will have to be capable of having either mode supported. There are many modes of SINCGARS. Detailed requirements are found in the PRD. �� Demonstration Request The government envisions a demonstration event in first quarter of Fiscal Year 22 (October 2021). This will be potentially be an opportunity for the vendor to bring their proposed solution and operate it in demonstration of functionality and interoperability with a RT-1523 for voice and secure voice. Data interoperability, specifically Fires, may be demonstrated if time permits. This is not a source selection event/test but is an opportunity to showcase your product.� Additional information regarding a potential Demonstration event will be communicated via Beta.Sam.gov. Requested Information In addition to the responses to the PRD Compliance Matrix, Interested sources are encouraged to provide responses/comment following the instructions in the Question/Comment Matrix and to all 18 statements/questions below: 1. All software/firmware used and/or changes as part of the CNR solution shall be submitted with appropriate documentation to the Government who shall have Government Purpose Rights (GPR). 2. The CNR solution shall not change existing levels of field and sustainment levels of maintenance. 3. The CNR solution shall be able to be implemented by existing levels of field and sustainment levels of maintenance. 4. The CNR solution shall not require any new special tools or test equipment for repair and testing and shall require compatibility with the AN/GRM-122 Radio Test set, or its future replacement as directed by Program Manager Test, Measurement & Diagnostic Equipment. 5. Based upon the nature of this effort, the solicitors maybe required to have up to and including Top Secret clearances and a Certificate of Networthiness. The following are of interest to the government for potential evaluation during a best-value tradeoff analysis: 6. High and Low Temperature tolerance, specifically functionality up to and including 71 degrees Celsius. 7. Fast boot time to SINCGARS channel use. Responses to Numbers 6&7 above should not be omitted. If #6� were Threshold, how would you comply? 8. The CNR solution may be a multi-channel solution. 9. The CNR solution may operate on two or more waveforms simultaneously. 10. The CNR solution may provide network addressing for devices connected via RS-232, RS-422 port, USB, or another interface. 11. The CNR solution must provide synchronous serial capability equivalent to the radio being replaced not solely asynchronous serial. 12. The CNR solution may perform distributed processing with other processing devices over USB or networked waveforms. 13. The CNR solution may operate on an open-source software framework like OpenCPI. 14. The CNR solution may have an Instantaneous Bandwidth of 50MHz for each channel. 15. Describe the current and future operational capability to support Electronic Warfare (EW) and CYBER operations in your suggested solution(s)? Survey, geo-locate, and/or modulation recognition? 16. Describe any changes of current HW/SW configurations to support Electronic Warfare (EW) and CYBER operations and what capabilities these changes provide in your suggested solution(s)? 17. Describe any technical and operational characteristics of operating multiple waveforms simultaneously in your suggested solution(s)? 18. Are you able and willing to participate in a demonstration of you product�s functionality in October 2021? Your personnel would operate your radio in the demonstration. �Business Size Survey:� In the beginning of the RFI response, the vendor shall indicate their business size status by providing the following information in the following format: The Potential Offeror �___is�/�� ___ is not a Small Business Concern under NAICS 334220, registered under CAGE Code: _____________. �If the vendor is a Small Business Concern, the vendor identifies itself as the following Small Business Type (8a, ANC, SDB, SDWOSB, etc):____________ _______________. INSTRUCTIONS FOR REQUESTING CONTROLLED UNCLASSIFIED LIMITED DISSEMINATION CONTROL RFI ITEMS: Government RFI items that have not been posted on Beta.Sam.Gov may be marked as Controlled Unclassified Information (CUI) requiring Limited Dissemination Controls as well as Export Controls. Therefore, only vendors who are current DoD contract holders are eligible to receive Controlled information. The dissemination of Export-Controlled information is restricted by the Arms Export Control Act or the Export Administration Act of 1979.� Export-controlled items shall not be disseminated outside the U.S. Government or to U.S. Government contractors without first verifying the recipient�s eligibility and authority to receive export-controlled information by verifying they have a current, valid DD Form 2345.� Interested vendors must provide their CAGE Code, DoD contract number, a copy of the DD2345, or their Joint Certification Program (JCP) number to Contracting Officer Gregg Martin (gregg.g.martin.civ@mail.mil) and Contract Specialist Lee Alexis (Lee.Alexis.civ@mail.mil). �Once the contract number, CAGE Code, and JCP data has been verified the Controlled RFI items will be sent via DoD SAFE.� Requests for the above information are due no later than 8 March 2021 at 1200 PM Eastern Time.� For more information regarding the JCP approval process and the DD Form 2345 click or copy and paste the link below into a web browser. https://www.dla.mil/HQ/LogisticsOperations/Services/JCP/SpecificDD2345Instructions.aspx Response Guidelines: Interested parties are requested to respond to this RFI with a white paper and the filled out PRD Compliance Matrix.
