Description
Project Title: Deployment and Sustainment, Maintenance, and De-Installation of the Laser Weapon System Demonstrator (LWSD) Aboard USS PORTLAND (LPD-27) The Office of Naval Research (ONR) intends to issue a cost plus fixed fee contract award to a single source under the authority of FAR 6.302-1(a)(2)(iii), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. The period of performance for this effort will not exceed 27 months. The prospective contractor shall perform technical and engineering tasks necessary to sustain the Laser Weapons System Demonstrator (LWSD) on USS PORTLAND (LPD-27) during fleet and deployed operations. The LWSD is a unique, one-of-a-kind laser weapons system designed to demonstrate key technologies in an operational shipboard maritime environment and support operational fleet needs. The Navy does not plan to build or procure any additional units of the LWSD. During fleet and deployed operations, engineering and technical support is necessary to sustain the system�s operational capability. The contract will provide for system sustainment including the procurement and repair of damaged parts, system testing, and support of demonstrations, experimentation, and operational use, including ship defense against unmanned air vehicle and small boat threats. ONR intends to award this requirement for continued provision of highly-specialized services as a sole source to Northrop Grumman Space Systems, Redondo Beach, CA, because it is likely that award to any other source would result in unacceptable delays in fulfilling the Navy�s requirements and substantial duplication of cost that would not be expected to be recovered through competition. The North American Industry Classification System (NAICS) code for this requirement is 541715 �Research and Development in the Physical, Engineering and Life Sciences� with the size standard of 1,000 employees. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. This notice of intent is not a request for proposals; however, all responsible sources may submit a statement of technical capabilities which, if received within fifteen calendar days of publication of this notice, shall be considered by ONR as required by FAR 6.302-1(d)(2). All responses must be submitted to the Government point of contact at the email address shown below. A determination not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered only for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. This is NOT a request for quotes or proposals. As much as possible, it is preferred that technical capability statements be nonproprietary. However, capability statements with company-sensitive data and concepts will be accepted, and the Government will respect restricted data markings. Responders are expected to appropriately mark their submissions that contain proprietary information. Receipt of classified materials is not anticipated.
