Description

The Naval Air Warfare Center Aircraft Division, Lakehurst has a requirement for the High-Resolution (HR) Optical Time Domain Reflectometer (OTDR) Sets (Part Number: 0741-8100) to support the P-8A aircraft.� This equipment is used to resolve event locations and optical loss of highly reflective events associated with interconnects on P-8 fiber optic networks. It is required to support the P-8A aircraft for the United States Navy and Foreign Military Sales customers to include Norway, South Korea, New Zealand, and the United Kingdom. The Government intends to issue a contract action on a�limited competitive basis with Kitco Fiber Optics authorized small business manufacturers that are capable of meeting the requirements. Under authority of 10 USC 2304 (c)(1), FAR 6.302-1, Kitco�s authorized small business manufacturers are considered the only responsible sources to perform the effort. The Government does not possess the technical data rights and drawings for this support equipment. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within fifteen (15) days after the date of publication of this synopsis. A determination by the Government not to open this requirement to full and open competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a full and open competitive procurement.
