The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-03 (effective 16 Feb 2021). The associated North American Industrial Classification System (NAICS) code for this procurement is 541410, with a small business size standard of $8.0 million. This requirement includes the purchasing of these items for a commercial healthcare environment. The Contracting Officer Representative (COR) is Richard Reis Richard.ReisJr@va.gov. The vendor shall provide all labor, materials, equipment, transportation, and supervision necessary to satisfy the needs of each ordering activity. Performance Requirements The vendor shall provide and be responsible for the technical assistance, development and generation for final specifications. The baby changing stations with signage and tampon dispensers are required before July 2021. Delivery of items shall be between the duty hours of 7:30 am 2:00 pm Monday-Friday, excluding federal holidays. *The Government recognized Federal holidays are: New Year s Day, Martin Luther King, Jr. Day, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day and Christmas Day. If the holiday falls on Sunday, it is observed on Monday. The contractor shall: Coordinate and provide project management of all products and services to manage, order, ship, and deliver from the manufacturer until final acceptance by the Interior Designer or designee. Provide maintenance manuals for all products specified. Submission of Questions All questions submitted for this solicitation must be electronically sent to the contracting officer by specified date and time. Questions received after the stated date and time, may be addressed at the discretion of the Contracting Officer. 4.0 Submission of Quotation The vendor shall submit complete emailed electronic copy portable document format (.pdf) or Microsoft Excel (.xls) format of: Volume 1: (technical) Product literature Physical finish samples Warranty. The contractor/vendor will be responsible for all final critical dimensions prior to ordering the product. Colors and Finishes are to match standardized baby changing stations with indicating signage and tampon dispensers currently on stations and does not imply a preferred manufacturer. All products and finishes will be approved by the Interior Designer. VACCHCS Fresno has the right to reject any product and/or finish that does not satisfy the construction or color requirements. Delivery, Storage and Handling: All products shall be delivered to the VACCHCS, Fresno warehouse by July 2021. Storage of product prior to delivery is the vendor s responsibility until the VA COR accepts the product. This procurement is for new OEM medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts) for VA Medical Centers. No remanufactures or gray market items will be acceptable. (b) Vendor shall be an OEM, authorized dealer, authorized distributor or authorized reseller for the proposed medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts), verified by an authorization letter or other documents from the OEM, such that the OEM s warranty and service are provided and maintained by the OEM. (c) The delivery of gray market items to the VA in the fulfillment of an order/award constitutes a breach of contract. Accordingly, the VA reserves the right enforce any of its contractual remedies. This includes termination of the contract or, solely at the VA s election, allowing the Vendor to replace, at no cost to the Government, any remanufactured or gray market item(s) delivered to a VA medical facility upon discovery of such items.
