Description
This announcement constitutes a Request for Information (RFI) notice for planning purposes. This RFI is issued for the purpose of determining market capability of sources and does not constitute an Invitation for Bid (IFB), a Request for Proposal (RFP), a Request for Quote (RFQ) or an indication that the Government will contract for any of the items and/or services contained in this notice. No solicitation document exists. Responses may not include classified or proprietary material. Information with classified, 'Proprietary', 'Confidential', or other markings limiting distribution will not be reviewed. Responses to this notice will not be returned. No reimbursement will be made for any costs to provide information in response to this announcement or any follow-up information requests. Information or statements contained herein are not binding upon the Government. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party�s expense. Not responding to this RFI does not preclude participation in any future RFQ, if any is issued. If a solicitation is released, it will be synopsized on the Government�s website. It is the responsibility of the potential offerors to monitor the sites for additional information pertaining to this requirement. DESCRIPTION The TXARNG in support of the TX Medical Detachment Unit is seeking information on how an interested contractor could assist TXARNG in meeting our need for Clinical Laboratory Testing Services-locations throughout the state of Texas. Offerors shall collaborate with the Texas Military Forces (TXMF) to provide medical testing at their laboratories to assist TXMF in ensuring Soldiers are physically prepared to maintain medical fitness standards IAW AR-40-501. BACKGROUND The TXARNG Medical treatment facilities and licensed health practitioners who practice health care on the military installation are required to manage healthcare and lab testing services according to State-specific regulations. Protecting the total force from the health threats and ensuring Soldiers are maintaining medical fitness. TXARNG personnel must comply with the Occupational Safety and Health Administration (OSHA) Blood borne Pathogen Standard (BBPS) requirements to protect employees from occupational health exposures when administering medication with sharps to Soldiers in the SMRC and Medical facilities. RESPONSE Interested parties are requested to respond to this RFI. Respondents are asked to provide the following information/documentation list: via links, brochures, product lectures, detailed specs, white papers in Microsoft Word/excel etc., are due no later than 11 March 2021, 5:00 PM CST. Offerors shall state in the Subject Line, �RFI � W912L1-21-Q-0038� submitted via e-mail only to regina.m.mckinnie.civ@mail.mil. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned. Offerors shall provide information/include the following as a minimum: Company name, mailing address, phone number, and e-mail of designated point of contact. Business type (large business, small business, small disadvantaged business, 8(a)- certified small disadvantaged business, HUBZone small business, woman-owned small business, very small business, veteran-owned small business, service-disabled veteran- owned small business) based upon North American Industry Classification System (NAICS) code 541380/Product or Service Code (PSC) code: Q301- Size Standard $16,500,000-Testing Laboratory. �Small business concern� means a concern, including its affiliates,that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria and size standards in 13 CFR part 121. Please refer to Federal Acquisition Regulation FAR 19 for additional detailed information on Small Business Size Standards. The FAR is available at https://www.acquisition.gov/content/federal-acquisition-regulation. Registration is not required to respond to this RFI. If a formal competitive solicitation is issued, vendors shall be registered/active in the System for Award Management (SAM) before submitting a bid, proposal, or quotation.
