� � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � �SOURCES SOUGHT NOTICE � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � �DEPARTMENT OF DEFENSE WARRIOR GAMES Army Contracting Command � Orlando (ACC � Orlando), through the Department of �Defense (DOD), has a requirement for a non?personal services contract to provide support for the 2021 Warrior Games, led and hosted by the U.S. Army in support of DOD and international competitors.� The support services will be provided at Orlando, Fl.� �� ACC-Orlando anticipates that the award will be made in the form of a single contract to one responsible offeror that will manage all sub-contracts.� Contract type will be based upon the outcome of ongoing market research.� The 2021 Warrior Games are planned to be hosted by the U.S. Army at Disney�s ESPN Wide World of Sports (WWOS) Complex and other locations throughout the Orlando, Florida community starting 12 September 2021 and ending on or about 22 September 2021. Set-up for the event shall commence August 2021. The contract will specify the requirements to be delivered in accordance with the PWS.� For purposes of reporting business size, the applicable North American Industry Classification Systems (NAICS) Code for this requirement is anticipated to be 711320, Promoters of Performing Arts, Sports, and Similar Events without Facilities with a size standard of $15.0M in average annual receipts. Below is a summary of the required services: The Contractor shall design, provide, install, and operate a system of systems needed to support the 2021 Warrior Games.� The officiating, recordkeeping, and conduct of sporting events shall be within the scope of this PWS and supportive of the successful execution of each sporting event.� These requirements include but are not limited to production and execution of various activities to support the 2021 Warrior Games while ensuring a timely and quality presentation. The Contractor shall secure local facilities for Swimming, Golf, and Precision Air events, and coordinate with Disney�s ESPN Wide World of Sports for all other events. The Contractor is expected to manage and provide all support equipment and staff necessary to effectively conduct each athletic event. The Contractor is responsible for coordinating with all 2021 Warrior Games venues/facilities to plan, manage, implement, and execute all PWS requirements to ensure safe and successful events. The Contractor shall maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS and meet associated quality standards and performance requirements. The Contractor shall provide additional services like Sports Production, Venue Dressing, Transportation, and Video Design/Production among others. The Contractor shall perform to the standards identified in the PWS. A draft Performance Work Statement (PWS) is included in this posting.� For purposes of this Sources Sought Notice, not all attachments referenced in the PWS will be made available.� Responses to Sources Sought Notice: Responses to this Sources Sought Notice should include a narrative identifying the scope of relevant experience on similar contracts, indicating if it was in the U.S.A. or in foreign country (where possible include dollar value, complexity and point of contact), a description of capabilities to perform the subject effort, any comments on the draft PWS, and any alternative approaches to satisfying the subject requirement.� Responses should include a narrative to demonstrate capabilities and knowledge managing events of this magnitude. Specifically, interested contractors shall: 1. State the scope of experience on similar contracts.� Please include experience with past DOD Warrior Games, Olympic, and/or Paralympic events.� Please identify specific areas of relevant experience related to the PWS. 2. Please state the minimum time required between contract award and the start of the 2021 Warrior Games to allow successful performance of the services outlined in the PWS. 3. Are you capable of providing Auto CAD support for event floorplans if required? 4. If readily available within the response time of this Sources Sought, provide an estimate of the insurance cost required for the performance of the event. 5. Please provide necessary lead-time and anticipated cost to secure local facilities for Swimming, Golf and Precision Air events. 6. Describe your ability and experience in manage these sports, with focus on safety, security, and �run of show� elements, including sanitation, spacing and staffing requirements related to COVID-19 mitigation. 7. If you are a small business prime contractor, state how you will meet the Limitations of Subcontracting stated in FAR 52.219-14. Include any teaming arrangements anticipated and type of tasking to be performed. 8. Small businesses interested in subcontracting, please be specific in identifying capabilities that support the areas you have an interested in. 9. Provide any alternative approaches to satisfying the subject requirement. 10. Potential sources must identify their business type (i.e., small business, large business, small disadvantaged business, 8(a) certified business, woman-owned business, etc.). 11.�Does your company have a certified cost accounting system in place?
