INTRODUCTION The Special Missions Project Office comprised of groups from PMA - 262, PMA - 290E and the Integrated Test Facility at the Naval Air Warfare Center - Aircraft Division, Patuxent River, MD is seeking information regarding the technical capabilities of potential sources. The intention of this sources sought is for market research purposes pursuant to Federal Acquisition Regulation (FAR) Part 10. Responses to this sources sought will be utilized to determine the government's acquisition strategy. DISCLAIMER THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TOTHIS ANNOUNCEMENT. ANY INFORMATION SUBMITIED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. PROGRAM BACKGROUND The Special Missions Project Office has a requirement for development and continued support of the Mobile Mission Systems (MMS) and its family of system variants. Specific support tasking includes non-recurring engineering, integration, manufacturing, procurement, installation, test, training, sustainment, certification and accreditation, information assurance, systems engineering, and cyber security of hardware and software. The MMS trailer system is a derivative of a commercial Featherlite 54-foot semi-trailer heavily modified by Dayton T. Brown, Inc. to meet specific Top Secret/Sensitive Compartmentalized Information certification requirements, air lift airworthiness flight clearance certification requirements and special mission systems integration. The MMS trailer system variants were developed and produced under delivery orders N00421-11-D-1054-0001 and N00421-11-D-1054-0004 with post-delivery operational support and rapid response mission reconfiguration activities provided under delivery orders N00421-11-D-1054-0002 and N00421-11-D-1054-0005 issued to Dayton T. Brown, Inc. under multiple award contract N00421-11-D-1054.� A logical follow-on single-award indefinite-delivery indefinite quantity contract was awarded to Dayton T. Brown, Inc. for the continued development and support services of MMS.� REQUIRED CAPABILITIES The Government's requirement for deployment, non-recurring engineering, and logistics support will include, but is not limited to, the following activities: ����������� Production Systems Engineering ����������� Production System Upgrades ����������� Fleet Program Related Engineering ����������� Production/Obsolescence Software Technology Refresh ����������� Fleet Cyber Command Data Support ����������� Performance of Scheduled and Emergency Maintenance/Repair ����������� Deployment Site Coordination, Survey, and Preparation ����������� Remote and On-site System Troubleshooting and Repair ����������� System Refurbishment and Upgrade ����������� Asset tracking ����������� Software Configuration Management and Updates ����������� System Configuration Management ����������� Training of Government and Military Personnel ����������� Development and Maintenance of System Documentation and Manuals ����������� Procurement, Storage, Shipping and Tracking of Materials and Equipment Additionally, a Top Secret Facility Security clearance with safeguarding up to Secret and a corresponding�� Communications Security (COMSEC) account; Have prior experience obtaining SCIF certification inclusive of performance of associated analysis, testing and delivery of required data Possess and maintain Defense Contract Management Agency (DCMA) approved business systems, particularly Accounting, Property Management and Purchasing,� throughout contract� performance � ELIGIBILITY � The anticipated North American Industry Classification (NAICS) code for this requirement is 336413 with a Small Business Size Standard of 1,250 employees. The product service code (PSC) is 1680. � SUBMISSION DETAILS � Interested vendors should submit a capabilities statement in a document of no more than 8 pages containing no smaller than 12 point font. This document shall specifically address, and demonstrate the vendor�s capability to meet, the required capabilities noted in this posting. � Additionally, all responses shall include Company Name, CAGE Code, Address, Business Size, and Points-of-Contact (POCs) including name, phone number, fax number and mailing address.�������������������������������������������������������������������������������
