THIS REQUEST FOR INFORMATION (RFI) 36C26221Q0431 -IS ISSUED SOLELY FOR INFORMATION AND PLANNING PURPOSES ONLY AND DOES NOT CONSTITUTE A SOLICITATION. THE SUBMISSION OF PRICING, CAPABILITIES FOR PLANNING PURPOSES, AND OTHER MARKET INFORMATION IS HIGHLY ENCOURAGED AND ALLOWED UNDER THIS RFI IN ACCORDANCE WITH (IAW) FAR 15.201(e). SOURCES SOUGHT DESCRIPTION This is NOT a solicitation announcement. This is a source sought/RFI for market research only. The purpose of this source sought/RFI is to gain knowledge of potential qualified sources and their size classification relative to NAICS 333314 (size standard is 500 Employees). Responses to this source sought will be used by the Government to make appropriate acquisition decisions. After review of the responses to this source sought, a solicitation announcement may be published. Responses to this source sought synopsis are not considered adequate responses for a solicitation announcement. Vendor Requirements: Period of Performance is April 30, 2021 to November 30, 2021. Vendor shall quote all items under this requirement. Vendor shall meet the Salient Characteristics in the Statement of Work (SOW) and MTR for these products. Vendor shall provide NEW products; refurbished products will not be accepted. Vendor shall be the Original Equipment Manufacturer and/or an authorized distributor of these products. Vendor shall provide an approve VA OIT 6550 for the software. Vendor shall respond questions 1 through 8 of the Request of Information (RFI), see below. STATEMENT OF WORK FOR TRACKING OPTICAL COHERENCE TOMOGRAPHY SYSTEM SAN DIEGO VA HEALTHCARE SYSTEM Introduction The purpose of this statement of work (SOW) is to outline the tasks and responsibilities of the successful offeror in relation to providing one new Optical Coherence Tomography System - OCT w/OCT2 BluePeak - Multicolor to be used at our new Kearny Mesa Eye clinic by Optometry and Ophthalmology doctors and residents. Background The San Diego VA Healthcare System currently is utilizing the Heidelberg Spectralis Tracking OCT System - OCT w/OCT2 BluePeak Multicolor or Equal to, to include an OCT Angiography, a Spectralis Anterior Segment Module, a Widefield Imaging Module, and a Glaucoma Modular Package Software. We are activating a new clinic at Kearny Mesa, and we now need another system to treat patients there. Scope This procurement is to provide our Kearny Mesa Eye Clinic with one new Heidelberg Spectralis OCT System or Equal to, capable of capturing, editing, storing and uploading Digital Imaging and Communications in Medicine Standard interface (DICOM) compatible images to our existing electronic medical record. The Spectralis OCT system requested has a variety of features that allows the Eye clinic photographer to capture images of eye pathology, analyze, edit, store and upload those images to our electronic medical record via a DICOM interface. Installation and training are required on-site for the imaging system. General Requirements Vendor shall provide to San Diego VA Hospital, A NEW Heidelberg Spectralis Tracking OCT System and NEW Multicolor, an OCT Angiography, a Spectralis Anterior Segment Module as well as a NEW Widefield Imaging Module for use at the new Kearny Mesa eye clinic. Mandatory Tasks The Vendor shall ship a Heidelberg Spectralis Tracking OCT System - OCT w/OCT2 BluePeak Multicolor, an OCT Angiography, a Spectralis Anterior Segment Module, and a Widefield Imaging Module to the San Diego VA Hospital. Once received at San Diego VA Hospital, the vendor shall physically assist Health Tech Management in assembling the Spectralis Tracking OCT System and related software in the space identified at time of delivery. The vendor shall assemble the Heidelberg Spectralis Tracking OCT System assist the HTM department with interfacing the system to the VA network in order to upload images via a DICOM interface to the existing Vista Imaging System and existing Heyex 2 system. The vendor shall provide two training sessions at the VA San Diego Medical Center for up to 12 staff members on the use of the OCT System and Heyex 2 System. One training session shall occur within 1 week of commissioning the new system. The second shall occur 6 months later and will serve as a refresher training. The vendor shall contact the VA POC to coordinate the assembling, installation and training. Period of Performance/Acceptance The Period of Performance (PoP) is April 30, 2021 to November 30, 2021, this PoP includes delivering, assembling and training on the equipment. Must be able to perform nerve fiber layer scan. Must be able to perform line raster scan through any portion of the retina and nerve. Must be able to interface with the existing Heyex 2 server software. Must be able to perform OCT angiography. Must be able to obtain a widefield image. Must be able to obtain anterior segment OCT images. Must have blue peak multicolor ability. Must have Heidelberg Spectralis glaucoma modular package software. The glaucoma modular package software must have a DICOM interface so that the images can be uploaded via the VA San Diego network to the existing VA Vista Imaging System and to the existing Heyex software. The software has already been approved by VA Office of Information and Technology (OIT) because it contains private patient information. Vendor Responsibilities The vendor shall be responsible for delivery of all the products listed in Section 8. The vendor shall be responsible for assembling of the Spectralis OCT System with accessory components. The vendors shall provide installation for the GMPE software. The vendor shall provide two onsite training sessions. The vendor shall not provide refurbished equipment. Vendor must provide a letter showing that they are an authorized distributor for the Spectralis OCT System with all components quoted. Training The vendor shall provide two on-site training sessions for up to 12 eye clinic technicians and doctors on the use of the Spectralis OCT System, on use of the software to edit and store photographs and on using the system to upload images via a DICOM interface to the existing VA Vista Imaging and Heyex 2 systems. The two training sessions shall be with-in one week of commissioning the OCT System and the 2nd will be conducted 6 months later as a refresher. The training will take place at the VA Kearny Mesa Eye clinic. The vendor will coordinate the training with the VA Point of Contact (POC). Installation The vendor is responsible for assembling of the Spectralis Tracking OCT System - OCT w/OCT2 BluePeak Multicolor, OCT Angiography, Spectralis Anterior Segment Module, Widefield Imaging Module, and GMPE Software. Vendor is responsible to assist the HTM department with interfacing the GMPE software to the current network in order to upload images to our existing Vista Imaging Software and Heyex 2 software. The vendor will coordinate the installation with the VA POC. Warranty Spectralis warranty for 1 year which includes the replacement of defective parts and coincidental labor. Standard warranty on the installation. Spectralis OCT s standard manufacturer s warranty for manufacturer defects will suffice. Receiving Reports The VA San Diego has contracted Go Energistics, LLC (GoE) for the receiving portion of the Kearny Mesa Clinic Activation. They will be responsible to provide all the vendors for the clinic activation with receiving reports. Vendor must ensure they follow up with the VA POC if they have any issues with the receiving reports. (Please contact San Diego VA Healthcare System s receiving department at 858-642-2470).
